Experience and Knowledge

  • Degree in Accounting, Finance, or related field
  • Professional accounting qualification (or working towards one)
  • Minimum 5 years’ experience in finance roles, preferably in an NGO or development context
  • Strong experience in financial management, budgeting, and reporting
  • Experience managing multi-project or multi-donor budgets
  • Experience working with financial systems and large datasets

Desirable

  • Fully qualified accountant (ACCA, CPA, or equivalent)


Responsibilities

a. Financial Management & Accounting

  • Ensure timely and accurate recording of all financial transactions.
  • Maintain accounting systems, ledgers and supporting documentation.
  • Monitor cash and bank balances to ensure adequate liquidity for programme implementation.
  • Manage cash flow planning and monthly fund requests.
  • Ensure all financial records are complete, accurate and audit-ready.
  • Review and process payments in accordance with Street Child policies and delegated authority levels.

b. Budgeting, Forecasting & Financial Planning

  • Support development of country and project budgets.
  • Work closely with programme teams to ensure realistic and cost-effective budgeting.
  • Monitor expenditure against approved budgets and provide regular variance analysis.
  • Prepare monthly budget monitoring reports for management review.
  • Support budget revisions, realignments and donor budget modification processes.

c. Financial Reporting & Donor Compliance

  • Prepare accurate and timely internal and donor financial reports.
  • Ensure compliance with donor regulations, grant agreements and Street Child financial policies.
  • Monitor project expenditure against donor-approved budgets.
  • Support programme teams in understanding and meeting donor financial requirements.

d. Partner Financial Management & Capacity Strengthening

  • Provide financial oversight and support to local implementing partners.
  • Review partner budgets, financial reports and supporting documentation.
  • Conduct partner financial monitoring visits, spot checks and compliance assessments.
  • Support partner financial due diligence and organisational capacity assessments.
  • Identify financial management and compliance risks within partner organisations and recommend corrective actions.

e. Procurement, Infrastructure & Financial Controls

  • Support procurement processes to ensure compliance with Street Child policies and donor requirements.
  • Review procurement documentation and payment requests for completeness and compliance.
  • Support value-for-money assessments and cost-efficiency measures.
  • Review contractor payments against approved contracts, bills of quantities, completion certificates and supporting documentation.

f. Payroll, Tax & Statutory Compliance

  • Coordinate monthly payroll processing and ensure accuracy and timeliness.
  • Ensure compliance with Ugandan tax legislation and statutory requirements.
  • Ensure timely payment of PAYE, NSSF and other statutory obligations.
  • Support management of staff benefits and related financial processes.
  • Maintain compliance with all relevant financial and regulatory requirements

g. Systems Strengthening & Team Support

  • Coordinate internal, donor and external audit processes.
  • Ensure timely implementation of audit recommendations.
  • Support identification, assessment and mitigation of financial risks.
  • Strengthen financial systems, procedures and controls across the country programme.
