An Officer at this level will be deployed at the Headquarters and will be in charge of a section at the Headquarter or be a Subject Matter Specialist at the County. At the County the specific activities will include; Interpretation and implementation of government policies, Provision of technical advice to County subject matter specialists and stakeholders, coordination and promotion of livestock extension services – such as clean milk production, animal breeding, livestock feeding and nutrition; Liaison with regional research centres operating within the area of jurisdiction; Participation in district development for a such as District Development Committees; Budgeting and management of resources allocated to the County. At the Headquarters the Officer will be in charge of a section. The specific duties will include: planning and budgeting, provision of guidance and supervision of staff under him/her, preparation of regular progress reports, and participation in policy development.

For appointment to this grade, an officer must have: -
(i)Served in the grade of Principal Livestock Production Officer or in acomparable and relevant position in the public service foe a minimum period ofthree (3) years;
(ii) Masters of Science degree in any of the followingdisciplines:- Animal Science /Animal Production, Agriculture, Agribusiness,Food Science and Technology, Agriculture and Home Economics, Range Management/Natural Resources Management, Livestock/Agriculture Economics and DiaryTechnology, Agricultural Extension or any other relevant and equivalentqualification from a recognized institution; and
(iii) Shown merit in theirfield of specialization and demonstrated a high degree of professionalcompetence and management ability
