Job Summary

The United Nations Human Settlements Programme, UN-Habitat is the agency for human settlements. It is mandated by the UN General Assembly to promote socially and environmentally sustainable towns and cities with the goal of providing adequate shelter for all. Urban Planning Frameworks have changed very little in the past 50 years, despite huge changes in the urban world, and a new approach is required which links planning to legal instruments and a sound financing and economic rationale. The Urban Planning and Design Branch (UPDB) of UN-Habitat supports countries in developing urban planning methods and systems that address current urbanization challenges. It promotes urban planning approaches to address urban expansion and transformation.
This position is in the Urban Planning and Design Branch. The Associate Programme Officer will report to the Head Quarter (HQ) Steering Committee Coordinator of the Future Saudi Cities Programme (FSCP). The overall supervision will be by the Coordinator, Urban Planning and Design Branch. This role involves overall coordination, programme management and substantive integration in UN-Habitat operational and normative activities, with focus on the FSCP.


Within delegated authority, the Associate Programme Officer will be responsible for the following duties:

  1. Works with key clients to facilitate the development, implementation and evaluation of assigned programmes/projects, etc. monitors and analyzes specific aspects of programme/project development and implementation; reviews relevant documents and reports; identifies problems and issues to be addressed and recommends corrective actions; liaises with relevant parties; identifies and tracks follow-up actions.
  2. Review of Outputs and support to three-pronged approach and substantive discussions among Urban Land, Legislation and Governance Branch (ULLGB), UPDB, Urban Economy Branch (UEB), City Prosperity Initiative, youth and gender units.
  3.  Provides substantive support for policy coordination and evaluation functions, including the review and analysis of emerging issues and trends, participation in evaluations or research activities and studies.
  4.  Assists in performing consulting assignments, in collaboration with the client, by planning and facilitating workshops, through other interactive sessions and assisting in developing the action plan the client will use to manage the change.
  5.  Participates in survey initiatives; assists with design of data collection tools; issues data collection tools, reviews, analyzes and interprets responses, identifies problems/issues and prepares preliminary conclusions.
  6. Contributes to the preparation of various written outputs, e.g. draft background papers, analytical notes, sections of reports and studies, inputs to publications, etc.
  7. Provides substantive support to Project Board and Steering Committee meetings (preparation of documents, contribution to Agenda and Action points).
  8.  Undertakes outreach activities; participates in the development of training workshops, seminars, etc.; participates in and makes presentations on assigned topics/activities.
  9.  Participates in field missions, including provision of substantive and administrative support, data collection, etc.
  10.  Coordinates activities related to budget funding (programme/project preparation and submissions, progress reports etc.) and preparation of related documents/reports (work programme, programme budget, etc.).
  11.  Support to HQ Steering Committee as Secretary and as a Special Assistant of the Steering Committee Coordinator
  12.  Supporting substantive integration across outputs, and quality control, in collaboration with all activity coordinators and the Programme Leader
  13. Performs other duties as required.
