Job Summary

Reporting to the Executive Director, the Director will be responsible for coordination and providing leadership in planning, implementing, coordinating, overseeing and promoting e-Government initiatives in order to make government services available online to citizens, businesses, and the public.
Education
● Bachelor’s degree in any of the following fields: - Information and Communication Technology (ICT), Computer Science, Statistics, Electrical Engineering, Computer Engineering, Computer Software/Computer Systems Engineering, Information Systems, Mathematics or in any other ICT related discipline from a recognized institution;
● Master’s degree in Computer Science, Information and Communication Technology (ICT) ,eGovernment Services or in any other ICT related discipline from a recognised institution;
● Accreditations from relevant professional bodies/associations in systems development and management are a requirement
Technical Expertise
● E-Government: Wide and varied expertise in IT service management, management of ERP systems, systems analysis; Data Management Services; e-Government software engineering; systems integration; enterprise architecture, and operating environments.
● Project Management: Demonstrated ability to effectively lead a team in managing ICT projects;
● Administration: Expertise in planning, resource allocation, financial management and coordination of people;
● Planning: Development of long-range information technology plans including defining budgetary needs, determining alternative strategies, performing cost/benefit studies, and addressing implementation and integration strategies related to information technology systems

Responsibilities

● Promote and provide technical guidance for the establishment of eGovernment, e-Commerce, e-Services and locally developed solutions in Uganda;
● Promote the development, integration and interoperability of secure eGovernment systems and other systems offering services to the Government;
● Provide information management services through acting as a records management facility and an information repository;
● Establish and maintain secure and affordable Government ICT Shared Services
● Facilitate public institutions to access Government ICT Shared Services;
● Promote data and information sharing in Government;
● Promote awareness, develop capacity and skills for e-Government initiatives and services in collaboration with other relevant institutions;
● In collaboration with other relevant authorities, develop mechanisms for promoting the use of e-Government standards and guidelines
● Provides support on e-Government operations and initiatives across Government;
● Promote the implementation of the Government Enterprise Architecture (GEA) and E-Government Interoperability Framework (E-GIF);
● In collaboration with other relevant authorities, undertake System audits and assessments of e-Government systems and other private ICT systems offering services to the Government;
● Promote visibility utilization and sustainability of Public e-Government systems and other systems offering services to Government;
● Monitor and evaluate e-Government implementation in the Public institutions;
● Provide technical advice on Government business process re-engineering and integration to facilitate effective e-Government implementation;
● Coordinate the development and implementation of internal e-Government solutions to facilitate the optimization and effective implementation of the business of the Authority;
● Coordinate and promote the development of Business Process Outsourcing (BPO) /Information Technology Enabled Services (ITES) industry;
● To manage and develop the resources of the Directorate including personnel; and budget;
● To provide leadership in the preparation and implementation of the Institutional processes and business operations and the common functions.

Job Requirements

Required education: Post-graduate education
Required relevant work experience: 10 years
Required languages: English (Spoken: fluent | Written: fluent)
