The Finance and Administration Officer will be responsible for ensuring efficient, timely and accurate finance and administration management for IDLO’s field office in Uganda. The incumbent will report to the Finance Manager and will work closely with the Finance Officer (Sub-Grants), the Program team and relevant finance and Programs staff in the IDLO Headquarters.
Review approved payments requests ensuring supporting documentation is provided which are in compliance with IDLO policies and procedures and donor rules and regulations.
Provide oversight over the allocation of costs in accordance with approved program budgets and IDLO chart of accounts and advise program colleagues on any adverse issues identified.
Key NAVISION user responsible for entering data into the accounting system to facilitate payment processing, registration of prepayments, payables, accruals and other related accounting transactions.
Perform month end close process including the preparation of reconciliations, schedules and other financial reports; for review and approval within the set deadlines. Responsible for archiving of accounting documents ensuring all transactions are arranged in an orderly and sequential manner, on the basis of transaction numbers.
Work closely with program staff in the preparation of monthly cash forecasts for the country office. Ensure adequate availability of funds for program implementation and operational activities.
Assist in preparing the Program-specific and annual budgets, assess financial plans and reports in coordination with the Finance Manager and relevant departments.
Update, review, and report on the Uganda office finance performance and prepare required financial statements as well as short-term and long-term forecasts (in consultation with the Programs team), highlighting any over/under spend and reporting on potential gaps.
Support the Finance Manager in liaising with the IDLO bankers in Uganda including acting as bank agent where so authorized.
Prepare the payroll for locally-recruited employees and make the necessary statutory deductions; monitor advances to employees to ensure they are liquidated or recovered from payroll in line with IDLO policies and procedures.
Manage and maintain a fixed assets register ensuring all assets are recorded, indexed and secured accordingly and that an annual asset count is performed at the end of each fiscal year. Support the Uganda Senior Management Team in ensuring the smooth day-to-day running of the Uganda office.
Administer and manage the logistics, communication and contracting of various service providers such as lessors, travel agents, hotels, office suppliers etc. This shall include establishing and maintaining a suppliers’ database.
Support all procurement-related activities and act as liaison with HQ regarding procurement for the Uganda office.
Working closely with the HQ Human Resources team, support the Finance Manager in Human Resources Management for the Uganda office including leave management, staff HR record keeping, staff appraisals as well as developing and implementing strategies for Uganda team bonding and welfare.
