Job Summary

The United Nations Office at Nairobi (UNON) in the UN Headquarters in Africa and the representative office of the Secretary-General. UNON supports programme implementation of the UN Environment Programme (UNEP) and the UN Human Settlements Programme (UN-Habitat) globally, as well as other UN offices in Kenya, by providing administrative, conference and information services (www.unon.org). The post is located in the Conference Support Section within the Division of Conference Services (DCS), UNON


Responsibilities

1.Review and analyse data with respect to the finalization of cost estimates and budget proposals, in terms of staff and non-staff requirements for budget submission.

2.Review, analyse and provide input into finalization of programme budget/financial implications in light of additional mandates.
3.Issues allotments, including redeployment of funds when necessary, ensuring appropriate expenditures.
4.Monitor budget implementation and determine/recommend reallocation of funds when necessary.
5.Monitors expenditures to ensure that they remain within authorized levels.
6.Review requisitions for goods and services to ensure (a) correct objects of expenditure have been charged, and (b)availability of funds and certify expenditures in accordance with the Financial Regulations and Rules.
7.Administer and monitor extra-budgetary resources, including review of agreements and cost plans, ensuring compliance with regulations and rules and established policies and procedures.
8.Prepare relevant documentation and with respect to budget performance submissions and other finance and budget related reports.
9.Review and make appropriate recommendations with respect to the finalization of budget performance reports, analysing variances between approved budgets and actual expenditures.
10.Coordinate activities related to grants funding (programme/project preparation and submissions, progress reports, financial statements, etc.) and preparation of related documents/reports (work programme, programme budget, donor funding etc.).
11.Keep up-to-date on documents/reports/guidelines that have a bearing on matters related to programme and donor funding, ensuring compliance with intergovernmental recommendations and decisions; donors as well as with United Nations policies and procedures;
12.Perform other related duties, as assigned.
