Job Summary

RTI International’s Global Health Division is currently accepting applications for a Gender, Youth and Social Inclusion Advisor for an anticipated USAID-funded Health Systems Strengthening opportunity in Uganda. The opportunity will focus on improving leadership and accountability in the public and private health sectors at national and subnational levels.

The Gender, Youth and Social Inclusion (GYSI) Advisor is will provide technical leadership for mainstreaming the integration of GYSI activities into UHSS national and district level implementation. Under the stewardship of the Chief of Party, and with input from senior technical staff, this position will ensure that UHSS approaches for increasing access to quality health services by women, girls and children also address the low uptakeof health services by men, and are informed by evidence, UHSS and other stakeholder learning and adaptation, and global and local best practices. The position will be based in the UHSS office in Kampala and local travel will be required.

Required Skills and Qualifications:
  1. Minimum of Master’s degree in public health, sociology, gender and/or a related technical degree.
  2. Minimum of 9 years designing, implementing and/or building capacity of programs that address gender, youth and social inclusion, including experience providing technical assistance to at least three of the following: central governments, local governments, the private sector, parastatal, and community service organizations.
  3. Proven ability to develop effective working relationships with all levels of internal and external clients, including USAID, government counterparts at all levels, local organizations, and other program partners.
  4. Experience working in decentralized contexts.
  5. Strong conceptual skills, with ability to think strategically.
  6. Excellent management, communication, and organizational skills (attention to detail is required); flexibility and capacity to multi-task.
  7. Professional proficiency in spoken and written English is required.

  1. Provide technical leadership to the UHSS team, grantees and stakeholders in meaningful integration of gender, youth and social inclusion strategies and approaches into activity design, monitoring and evaluation, and work planning.
  2. Serve as a technical resource for all staff and UHSS partners on GYSI.
  3. In collaboration with short-term technical assistance, support the conduct of the Gender, Youth and Social Inclusion Analysis which will inform annual work planning and prioritization of UHSS interventions.
  4. Lead the UHSS team, with input from senior leadership, and technical and monitoring, evaluation and learning team members, to design a country-specific Gender and Youth Action Plan (GYAP);  the plan will serve as a practical road map for gender integration efforts and activities throughout UHSS’s lifecycle, identify specific activities that the project will carry out to integrate gender in our technical approach, management and staffing.
  5. Oversee, coordinate and implement training and capacity building related to GYSI for UHSS staff, grantee partners, and stakeholders at the national and district level, ensuring technical understanding of GYSI contextual issues and accountability for integrating GYSI concepts into activities and measuring results.
  6. Oversee the development of tools and/or products such as training materials, advocacy briefs, guidelines, social media, etc., related to GYSI activities.
  7. Serve as a technical reviewer for all grant applications to ensure that GYSI is being addressed; serve as the technical lead for UHSS grants with scopes related to GYSI, including advocacy and improved uptake and access to quality health services, especially for vulnerable groups.
  8. Foster and maintain effective, professional relationships with a broad range of public and private sector counterparts, such as the Ministry of Gender, Labour, and Social Development and through participation in relevant national-level working groups.
  9. Ensure the timely and quality completion of all relevant program deliverables and reporting.
  10. Actively participate in the development of annual work planning, design, implementation, and reporting related to UHSS GYSI technical activities.
