The ESHE family planning project is supported by DFID and managed by Palladium. The intended impact of the ESHE family planning (FP) programme is increased use of FP among women of reproductive age including adolescent girls, and the expected outcomes are greater access to more FP choice, including for the poorest Kenyans, underpinned by four programme outputs:
• Output 1: Increased access, choice and quality of FP
• Output 2: Increased awareness for FP and reduction of socio-cultural barriers
• Output 3: Greater involvement and sustainability of the private sector
• Output 4: Total Market Approach (TMA) for FP effectively planned, coordinated and supported
In collaboration with partners, ESHE has reach in 40 counties. We provide a range of client-focussed and high-quality services and products through the private sector; scale up demand for services and break-down socio-cultural barriers that can prevent women and girls from using family planning. We place importance on strengthening Kenya?s health market. ESHE partners closely with the national and county Ministry of Health, and Palladium is providing strategic technical and systems support in various disciplines to the MoH at both levels. Palladium provides technical support through its core team of staff and also through selected consultant experts who are hired on a short-term basis.
Background to the role:
ESHE is scaling up its support to the public sector, especially through health systems strengthening (HSS) that will support better FP outcomes in selected counties. Focus counties are those in northern Kenya where FP uptake is lowest, the public sector is the main provider of FP services and yet where the public sector health system is especially weak. Low capacity and weak systems undermine the potential for more FP services to be delivered, especially in counties where demand for FP is starting to increase and more women and girls are wanting to use FP.
To date, HSS assessments have been carried out in some counties and others are planned for early 2018. Short-term technical support has also been provided to counties since late 2016 in areas such as supply chain; HRH and service delivery. Palladium has provided HSS support to counties such as Turkana, Garissa, Mandera, Wajir and Samburu. Our intention is to now significantly scale up the HSS work that has started in such counties.
The HSS Advisor will serve as the main HSS lead at ESHE. They are responsible for ensuring the delivery of agreed HSS results as per the log frame, and for the required upscaling of HSS support to selected counties.
The HSS Advisor is responsible for managing, technically advising and quality assuring a roaming team of HSS experts that will support HSS work in the focus counties that will be aligned with country plans and driven by the counties. The team of HSS experts are being hired in January 2018 and they are expected to be technical leaders in the WHO HSS building blocks, with specific specialisation in certain areas including:
• Health workforce/human resources for health
• Leadership and governance
• Service delivery
• Health financing
• Medical products and technologies
The HSS Advisor will also be expected to provide HSS technical leadership to the counties and their roaming team of experts, including direct technical support and leadership to certain assignment as required, depending on the specialisation of the candidates and the requests from the counties.
The HSS Advisor will be based in Nairobi, but will be expected to travel to the counties to oversee HSS technical deliverables of the team, develop and maintain excellent relations with the county health management teams and to ensure that the HSS work is aligned to the county work plans, meets the expected standards as defined in the monitoring plan.
This is not a full-time and permanent role, but a significant proportion of time and effort is available to enable the HSS Advisor to carry out their role as expected. In total 150 days are allocated to this position in 2018.
