Job Summary

The HR officer will provide specific and technical human resources support to national and international IFRC staff within the Delegation and ensure provision of efficient and cost-effective services in consultation with the Africa Region HR Team. The HR officer will have a technical reporting line to the HR Manager, Africa.


Responsibilities

The Human Resource Officer- does not have budget and line staff responsibilities and HR decisions implemented are approved by the Senior Human Resource Project Officer

Recruitment, Selection and Placement
  1. Support, the administration of effective and timely recruitment processes, promoting equity, transparency, and consistency at every step of the process.
Workforce Planning
  1. Under supervision of the line manager administer the end to end contracting for all types of contracts
  2. Under supervision of the line manager ensure accurate data entry of staff information in the HRIS, generate regular reports as requested
  3. Under supervision of the line manager and in liaison with regional HR focal points follow up on e-boarding programmes in the region.
  4. As contract management focal point under supervision of line manager and liaison with regional HR focal points, review National staff contracts for accuracy and alignment with the local labour laws within IFRC countries of operations.
Capacity Building and staff Development
  1. In coordination with the relevant unit heads, implement timely and effective staff learning anddevelopment programmes.
Relationship Management

Monitor staff/management issues and support/advise management and staff as appropriate to improve the relations and resolve the issues.

Risk Management
  1. Ensure Compliance by all client groups to all Standard Operating Procedures(SOP) to ensure consistency, integrity and accountability within the set quality standards in the stream of work; ensure implementation of audit recommendations; advice on corrective measures and establish relevant controls.
  2. As focal point for HR archives, maintain safe and secure filing system for workforce planning and staff wellbeing Human resource documents.
Lateral Relationships
Ensure effective working relationships with HR unit colleagues, with client groups at all levels within the Africa region and at Geneva Secretariat level
