Job Summary

  1. Ethics and Anti-Corruption Commission (EACC);
  2. Directorate of Criminal Investigation (DCI);
  3. Kenya Revenue Authority (KRA);
  4. Office of the Director of Public Prosecutions (ODPP);
  5. Higher Education Loans Board;
  6. Professional bodies (where applicable) to which the applicant is a member e.g. LSK, ICPAK, AAK, IEK etc. and
  7. Credit Reference Bureau Africa Ltd or Metropol Credit Reference Bureau.

  1. Develop and ensure the implementation of human resource and administration strategies are in line with the Commission’s strategy
  2. Coordinate the reviews of the Secretariat’s organization structure and provide strategic advice on its appropriateness with regard to effectiveness and efficiency
  3. Contribute to the development of electoral reforms with regard to human resources including developing and overseeing the implementation of appropriate change initiative
  4. Advice the Commission on facilities management including a disposal policy and procedures
  5. Supervise, develop and mentor managers
  6. Develop accountability structures, supervise periodic reporting and projects and monitor the performance indicators for the Human Resource and Administration Departments
  7. Oversee the development of Human Resource plans in coordination with other directorates and departments
  8. Oversee the development of appropriate administration structure to ensure effective and efficient service delivery and value for money e.g development fund; construction
  9. Ensure the Commission is adequately resourced by professional and competent personnel by implementing sound talent sourcing and retention programmes
  10. Advice the directorate on electoral operations on procedures and systems for recruitment and training of electoral operation officers
  11. Develop and inculcate a culture of performance management in the whole Commission
  12. Participate in management meeting and advice all other directorates on matters touching on human resource and administration
  13. Ensure the development and implementation of a fleet management system for the Commission e.g. vehicles, forklift

The Independent Electoral and Boundaries Commission (IEBC) is an independent regulatory agency that was founded in 2011 by the Constitution of Kenya. The Commission is responsible for conducting or supervising referenda and elections to any elective body or office established by the Constitution, and any other elections as prescribed by an Act of Parliament. It was created in a provision of the 2010 constitution and the Independent Electoral and Boundaries Commission Act. Its mandate includes; the continuous registration of voters and revision of the voter’s roll, the delimitation of constituencies and wards, the regulation of political parties process, the settlement of electoral disputes, the registration of candidates for elections, voter education, the facilitation of the observation, monitoring and evaluation of elections,the regulation of money spent by a candidate or party in respect of any election, the development of a code of conduct for candidates and parties, the monitoring of compliance with legislation on nomination of candidates by parties.
