Job Summary

Within delegated authority, the Human Resources Officer will be responsible for the following duties

  1. Provides advice and support to managers and staff on human resources related matters.
  2. Prepares special reports and participates and/or leads special human resources projects.
  3. Keeps abreast of developments in various areas of human resources.
  4. Coordinates with client offices in identifying upcoming vacancies.
  5. Prepares vacancy announcements, reviews applications, and provides a short-list to clients'
  6. offices.
  7. Reviews recommendations on the selection of candidates by client offices.
  8. Prepares and presents cases to appointment and promotion bodies.
  9. Serves as ex-officio in examinations boards.
  10. Monitors the work of the Human Resources Assistants in carrying out all human resources
  11. administrative transactions including preparation of personnel actions, maintenance of staffing
  12. tables, and processing of contracts.
  13. Supervises the maintenance of the human resources filing system.
  14. Organizes and coordinates the UN Internship Programme.
Administration of Entitlements:
  1. Submits requests for transactions to headquarters deployment group (HDG).
  2. Administers and provides advice on salary and related benefits, travel, and social security
  3. entitlements.
  4. Provides advice on interpretation and application of policies, regulations and rules. Reviews
  5. and provides advice on exceptions to policies, regulations and rules.
  6. Reviews the applications for internship programmes; handles correspondence with
  7. applicants.
Staff Development and Career Support:
  1. Provides advice on mobility and career development to staff, particularly young
  2. professionals and staff in the General Service and related categories.
  3. Designs, plans, monitors and provides induction orientation programme and briefing to new
  4. staff members.
  5. Provides performance management advice to staff and management. Assists supervisors
  6. and staff with understanding and using the performance appraisal system (PAS).
Other Duties:
  1. Advises and counsels staff in respect of rights, responsibilities, code of conduct and
  2. difficulties associated with work and entitlements.
  3. Prepares classification analysis of jobs in Professional and General Service and related
  4. categories.
  5. Provides guidance to programme managers on the application of classification policies and
  6. procedures and by undertaking whole office review.
  7. Perform other duties as assigned by the supervisor.
