Job Summary

Background
The Employment and Skills for Development in Africa (E4D) is a regional Programme implemented in six partner countries in sub-Sahara Africa (Ghana, Kenya, Mozambique, South Africa, Tanzania and Uganda). Through cooperation with business and public sector partners E4D develops and implements new and innovative partnership approaches and promotes public-private cooperation projects that contribute to sustainable employment. The objective of E4D is to promote employment, raise incomes and improve working conditions.
These partnership projects aim to increase the supply and demand of skilled labour promoting the capacities of Technical and Vocational Education and Training (TVET) institutions and Micro, Small and Medium Enterprises (MSME), thus to create opportunities for vulnerable populations to be integrated into value chains as employees, entrepreneurs or suppliers.
E4D in Kenya seeks to recruit two Junior Technical Advisors to support in the areas listed below.

Responsibilities

Responsibilities
Junior Technical Advisor support:
·The cooperation with the private sector for the creation of sustainable jobs (with a focus on women) and the collaboration with training institutions;
·The management of partnership projects to ensure successful achievement of TVET & MSME skills training and matching initiatives and the implementation of activities of the E4D programme in Kenya;
·The coordination with players from training institutions, private sector, government, development partners and foundations;
·The monitoring of the partnership projects and the update and further development of the programme monitoring system;
·The knowledge management and communication of the partnership projects.
B. Tasks
Junior Technical Advisor performs the following tasks:
1.Technical
  • Support the planning and implementation of capacity development activities in consultation with the Team and the management of partnership projects in coordination with the partners (training institutions, private sector, government, etc);
  • Support the organization and coordination of consultancies (development of concepts, ToRs, contracting of consultants, coaching and guiding consultants, quality checks of consultant reports);
  • Support networking, cooperation and communication with relevant stakeholders for E4D program, as well as the organization of internal and partner meetings;
  • Support the promotion of women-led MSMEs and the access of women to jobs;
  • Develop new tools and ideas (e.g. in the areas of ICT/digitalization, green jobs, etc.) to improve the implementation and achievement of results of the programme.
2. Monitoring & Reporting
  • Support PM&E (data management and systems) and specifically regular progress and annual monitoring and reporting;
  • Put together overviews of programme activities, progress, lessons learnt, challenges etc. and presents this regularly at team meetings;
  • Recording and documenting the results of project activities.
3. Knowledge Management & Others
  • Support knowledge management at programme level (through participation in strategy discussions) and other mechanisms;
  • Support internal and external communication of the programme;
  • Support the programme management.

Required qualifications, competences and
experience
Qualifications
  • Bachelor’s degree or equivalent in a relevant field (business administration, Technical Education or other programme related discipline).
    Additional qualifications in the area of development cooperation and/or in the areas of TVET, employment promotion and/or private sector development are an asset;
  • Knowledge of labour market, vocational education and private sector development.
Professional experience
  • At least 2 years of professional experience in the educational system (e.g. TVET) and/or with the private sector.
  • MSME skills development is an asset;
  • Experience in promoting networks and creating relationship between different stakeholders.
  • Experience with training institutions and partnerships with the private
    sector are an asset.
Other knowledge, additional competences
  • Interest and knowledge of tools in topics women empowerment, green jobs and/or ICT/digitalization;
  • Intercultural competence working with local and international teams;
  • Presentation skills.

Job Requirements

Required education: Bachelor's degree
Required relevant work experience: 2 years
Required languages: English (Spoken: fluent | Written: fluent)
