Job Summary

Background

The Climate Smart Agriculture (CSA) Programme is a 5-year, € 39 million project being implemented in Kenya, Tanzania and Uganda. The project uses an inclusive Business Development approach to support the international and Dutch efforts on climate change and sustainable production in arable farming. The programme will work with and through the private sector and supports public sector partners in creating an institutional environment for wide-scale adoption of CSA-practices. It is driven by 3 pillars: i) adoption of CSA practices & technologies in arable crop production farming systems; ii) acceleration of investments and business growth in selected value chains; iii) improved enabling environment for scaling out of CSA. Interventions are centered on business cases which are derived from a thorough climate risk assessment and financial analysis of value chains in pulses, oilseeds, potatoes and grains. A climate smart business case matching grant facility aims to further improve access to finance and facilitate scaling. The programme is implemented by a consortium consisting of SNV, Wageningen University & Research (WUR), the CGIAR research programme on Climate Change, Agriculture and Food Security (CCAFS), Agriterra and Rabobank, and is financed by the Dutch Ministry of Foreign Affairs (DGIS).


Overview of the position
The Climate Innovation & Matching Grant Facility (CIMGF) will be the main instrument used to mobilise private sector investment and promote CSA related innovations at farming systems and value chain level complementing the other programme approaches across the three targeted countries. The objectives of the CIMGF instrument are: i) to reduce the financial risks of new business initiatives including those of small scale (women) farmers and of cooperatives, thereby contributing to an increase of the level of investment and private sector engagement in the climate resilient food systems in East Africa; and ii) to upscale structural investments by leveraging these with existing financial instruments and relevant institutions.

The Manager of the Climate Innovation and Matching Grant Facility is a senior national position that has the responsibility to ensure an effective use of the Grant Facility including setting up a transparent structure, clear regulations and evaluation criteria, effective disbursement of funds and designing and implementing a rigorous monitoring system. S/he is responsible to screen successful business cases, assist partners in improving proposals and ensure adequate reporting and financial accountability on the use of the grant. This position also serves as a member of the Programme Management Unit.

Qualifications
  • A relevant advanced academic qualification (Master’s degree or higher preferred) in business administration, finance, economics, or other related field
  • At least 7 years of experience in roles of increasing responsibility and in large donor-funded development programmes;
  • Minimum five years’ experience in setting-up and managing a grants facility, preferably for multi-country development programmes;
  • Demonstrated experience and understanding of Agriculture Value Chain Financing and fund management programmes, budgetary management, forecasting and financial controls;
  • Ability to build and maintain relationships with donors, private sector and other stakeholders;
  • Knowledgeable on how to evolve thinking and strategy based on research, data, and industry trends;
  • Preferable background in/understanding of agribusiness, value chain development and climate change;
  • Industry experience in climate smart technologies and financial services;


Responsibilities

  • Setting up a transparent structure, procedures, regulations and evaluation criteria for the CIMGF;
  • Assist the team in identifying and building viable business cases;
  • Screening of concept notes and facilitating the work of the independent selection committee;
  • Monitoring and assisting the implementation of the awarded co-financing projects, visit project activities and ensure the narrative and financial reports are on time and in accordance with the CIMGF and program regulations;
  • Assist companies/partners (within the limits of the regulations) in improving and submitting proposals;
  • Contribute to the documentation of the program’s achievements in terms of: reports, publications, brochures and/or guidelines.
