Job Summary

Qualifications Knowledge and Skills:

  1. Master in Human Resource Management, Business Administration, Strategic Management, Public Administration or any related field from a recognized institution;
  2. Bachelor’s degree in Human Resources, any social sciences field from a recognized university in any of the following fields; HRM, Business Administration, or Public Administration;
  3. Higher Diploma in Human Resource Management/Development from a recognized institution;
  4. A member of a relevant Human Resource Management professional body;
  5. Attended a Senior management Course lasting not less than four weeks from a recognized institution; 6. Computer literacy;
  6. Meet the requirements of Chapter Six of the Constitution of Kenya;
  7. Ten (10) years of service, of which three (3) should be in a comparable position from a reputable organization.

In addition to the qualifications set out in the Constitution and the Enabling Statutes, applications must further furnish clearance certificates from:- a) Director, Ethics and Anti-Corruption Commission(EACC); b) Commissioner General, Kenya Revenue Authority (KRA); c) Chief Executive Officer, Higher Education Loans Board (HELB); d) Professional bodies (where applicable) to which the applicant belongs such as LSK, ICPS(K), ICPAK, AAK, IEK, etc.; e) Certificate of Good Conduct from DCI

  1. Ensures implementation of the Human Capital management strategy;
  2. Implements the work plans derived from the human capital strategy
  3. Monitor and implement the human capital budget;
  4. Participate in the development of human capital policies and procedures;
  5. Champion the performance of other divisions through the development of enhanced performance management systems and culture that is linked to reward and that is fully integrated with all other people, products, and processes;
  6. Coordinate human capital initiatives and engagement activities that develop employee career paths through organization development;
  7. Monitor key HR metrics to ensure effectiveness of the HR initiatives which contributes to the commissions overall performance;

  9. Develop training needs assessment tools and conduct needs survey to inform the annual training plan;
  10. Assess Human Resource Management training needs and develop Human Resource Management plans which meet current and projected organizational needs;
  11. Conduct HRM training projections and prepare training programs for implementation;
  12. Interpret and implement disciplinary Manual and Procedure and ensure adherence by all staff;
  13. Work closely with all line managers to assess employee performance against agreed performance indicators and identify areas of growth and development;
  14. Coordinate the timely statutory and non-statutory deductions and remittance
  15. Provide employee development and counseling assistance to enhance employees’ performance and productivity

It took over, among other functions, the human resource management function of the Police Service, that previously was being handled by the Public Service Commission.
