Role Purpose:
Provides MEAL oversight for Save the Children interventions within Adjumani and Kiryandongo. The MEAL function include; putting in place and ensuring project uses basic M&E tools to adequately plan, monitor and report in a timely manner on activity implementation; outputs and outcomes; in collaboration with the regional MEAL manager and Head of MEAL, and project team ensure project has information brief; regular sharing of project updates with stakeholders; a mechanism for collecting, tracking and responding to feedback and complaints from project partners and stakeholders; in collaboration with project managers and Technical Mangers to ensure the projects have and use quality benchmarks in implementation of project activities; together with programme Team identify a learning agenda for the project; plan for learning activities and documentation of learning experiences.


Responsibilities

Programme Support:
In close collaboration with the Program Managers functionalize plan including setting up of mechanisms to monitor  and document the progress of implementation of project activities
Specifically;
  • Provide technical guidance and lead capacity building of project staff and implementing partners on implementation of MEAL within the project
  • Take lead on  project  monitoring and  periodic report generation for projects to ensure information reporting systems fulfill needs of Save the Children, communities, host government, donors and other stakeholders, and are in line with MEAL  standards and integrating Child Rights Monitoring and Evaluation principles to maximize quality programming and ongoing learning
  • Work closely with MEAL country office team  to support the implementation of outcome indicator monitoring, including counting the number of children reached in the project area
  • Develop systems and processes for the implementation of the MEAL framework and practices within the project and support efforts for the same in the regional office
  • Participate/coordinate the Design of quantitative and qualitative participatory project evaluations (baseline, annual and final evaluations), assessments, reviews and other special studies;
  • Work closely with Project Managers to ensure that indicators of performance are regularly tracked and that activities implemented are well aligned with the indicators;
  • Facilitating documentation of  lessons learnt from monitoring and evaluation  and ensuring that the lessons learnt are utilized to inform programming and advocacy
  • Working with data management SO ensure  setting up and regular use and updating of  the project  management information systems
Partnership
  • The Programme Officer MEAL will be responsible for developing/sharing of tools and providing training for MEAL implementation to project partners.
  • In collaboration with partnership Project Managers and regional MEAL manager provide routine periodic monitoring and support to ensure effective implementation of MEAL according to SCI standards and donor requirements

Planning, Budgeting and Reporting:
  • In collaboration and consultation with Project manager take lead on  drafting annual and quarterly project plans
  • Take lead on preparation of  quarterly programmatic reports and ensure timely , accurate and comprehensive reporting on project progresss
  • Provide day to day direct support to project team and partners in preparation and reviewing of plans and reports  
Communication and Networking
  • Create and sustain positive working relationships internally with other technical staff; externally with the district local government and CSO partners, and other stakeholders, and also maintain an up to date understanding of key development trends in the project area.
  • Representing the projects in various thematic coordination fora at the district as may be requested by the line manager.
  • Ensure coordination with the government activities and structures in the implementation of the Projects.
