The Monitoring, Evaluation and Learning (MEL) Coordinator will be for responsible for setting up and implementing the CJP Results Monitoring as well as support IDLO evaluations in line with the organisational policies, guidelines and approaches. This will include designing and implementing internal monitoring activities of the CJP towards ensuring the interventions supported under the CJP realise the expected results within the agreed timeframe while ensuring value for money. The MEL Coordinator will also be responsible for MEL data collection, analysis and reporting including supporting the Program Team and the Communications and Reporting Coordinator in the documentation of CJP Success and impact stories including in internal and external reports. The incumbent will be based in Kampala, Uganda with frequent travels within the country. He/she shall report to the Program Manager and will work closely with the Finance Officer (Sub-Grants), the Programs Coordinator, and relevant IDLO departments including the Research and Learning Team
- Lead in the implementation of the IDLO standard internal monitoring procedures and generate periodic monitoring reports with proposals of strategies for addressing identified challenges relating to the Program implementation.
Review and regularly update the CJP monitoring and learning framework including making recommendations to the Field Program Manager on the improvement of the CJP logic model and risks management strategy as well as reviewing the CJP baseline and stated indicators.
Work closely with the Program Team and the Finance Officer (Grants), to monitor program activities, tracking progress towards achieving their expected outputs and sustainability of achieved results.
Provide support in developing internal and external reports including by providing analysis of realized results, challenges faced, progress against set indicators and lessons learnt.
Work with the Programs team, in strengthening criteria for capacity assessment of identified partners regarding M & E and subsequent capacity strengthening support to fill identified M&E gaps in such IPs.
Assist organizing periodic CJP progress review meetings including amongst IPs and annual review/planning meetings by the IDLO Uganda team.
Train the field-based Programs and finance teams in use of IDLO MEL tools.
Liaise with the Programs Manager and with the HQ-based Research and Learning Team in the planning and undertaking of various MEL activities including the development of the baseline studies, assessment surveys, review of the Theory of Change, results framework, performance/impact indicators, and management of the evaluation procedure for the CJP
Coordinate with the Programs team on the sub-granting processes, monitoring and management systems to ensure effective and timely issuance, financial reporting and monitoring of all sub-grants.
