As HRCU moves to implement the ADA project interventions among which include

conducting radio talk shows and running spot messages in project districts, HRCU will seek to understand what has worked and what has not worked. The main objective of the consultancy is to assess the value accruing to the local people and duty bearers from radio programmes that will run in the project areas. The specific objectives are to:

• To determine whether there are clear benchmarks guiding HRCU’s relationship with the identified service providers

• To find out if radio spots actually run on the respective radio stations as per contract

• To find out if the themes of the radio spot messages as well as the radio talk shows are relevant to the intended audience

• To find out the reach as per each radio talk show conducted

• To track the impact of the radio talk shows and spot messages and come up with progress reports on a semi-annual basis

• To suggest ways of improving the Radio programmes in the project districts


Requirements

• The applicant must have proven experience and background in completing similar assignments or tasks within the required timeframe

• The applicant should possess appropriate technical, professional, academic and working experience in relevant fields of Media Monitoring and Evaluation, Human Rights, Public Policy, among others.

• It is preferable that the team composition required to execute the assignment should include a Lawyer/Human Rights Specialist, a Media

• Monitoring Specialist as a team leader with over five (5) years of experience in undertaking similar work.

• Excellent written and oral communication skills in English

The consultant will be required to lead on all the tasks below, in consultation with HRCU:

• Preparation and presentation of an inception report

• Track the impact of the radio talk shows and spot messages

• Preparation of periodic reports

• Presenting findings on the impact of the radio talk shows and radio spot messages during briefings, and final presentations to HRCU and the implementing partners

• Submission of the final report at the end of the project
