Job Summary

The M&E Officer will provide technical support and guidance on reporting tools, data management processes, analysis and interpretation to local IPs to meet program requirements. They will be involved in the implementation of Monitoring and Evaluation work plans and ensure all programmatic activities are undertaken timely. They will be working closely with Data Teams and Facility, and District Teams to oversee quality in data collection, cleaning and entry of community and health facility data to project databases and ensuring that the project data is fully compliant with all USAID reporting requirements for DATIM, Electronic Medical Records (EMRs) and Site Improvement Monitoring System (SIMS) while providing support to facilities, sub districts and districts in ensuring quality data is keyed into the GOK DHIS2 system and well used.

Required Education, Training and Experience:
  • Bachelor’s degree in demography, statistics, social sciences, Health Records/ health information management, Computer Science or related field
  • Minimum of 5 years of progressively responsible experience successfully designing, implementing and overseeing monitoring and evaluation tasks for health and/or development projects

Responsibilities

  • Implements and updates project M&E Plan and PMP for the county, including identifying appropriate indicators and design of data collection system for the project to collect and report on data to measure performance and achievement of project objectives
  • Enters verified FPA programmatic data that is compliant with all USAID reporting requirements for DATIM, DHIS 2 EMR and SIMS
  • Works closely and supports health facilities, sub-counties and county in ensuring accurate and timely data is entered into the national HIS system, DHIS2
  • Verifies, analyzes, and compiles monthly, quarterly, semi-annual (SAPR) and annual (APR) programmatic activity reports to ensure it fits within the PEPFAR/USAID/OGAC reporting needs
  • Maintains and reports to the M&E Director regarding the district indicator Tracking (KIT)and also enter the data to the Pathfinder Online Data System (ODS)
  • Supervises the timely production and storage of accurate, reliable data, and carry out analysis and interpretation of project data
  • Prepares District reports on project performance against established goals and objectives, and, at appropriate times, on project achievements
  • Provides technical assistance to local implementing partners’ in the county to develop systems for the continual collection, analysis, and presentation of data, and build the capacity of these partners to interpret and report on their progress and achievements
  • Conducts regular quality checks of project data ensuring that data reported by FPA corresponds with Ministry of Health and other GOU health agencies data
  • Supports regular sessions with sub-partners and partners, including the District Health Management Teams for the purpose of data sharing, capacity building and management in relation to data use for tracking project progress.
  • Ensures coordination of project monitoring tools with the Government of Uganda HMIS, NASCOP and DHIS 2
  • Plans and implements participatory M&E for FPA consortium partners and assist local implementing partners to implement systems for data collection to measure progress against project targets and objectives
  • At scheduled monthly meetings, identify and share lessons learned and encourage project staff to use data for decision-making while also building their capacity in quality data management;
  • Supervises, prepares, and presents quarterly data feedback and data for decision use meetings with project partners (community and facility)
  • Participates in development of data collection tools, as appropriate, including survey questionnaires, key informant interview schedules, facility assessment and supervision tools, etc
  • Implements SOPs for data management systems at our supported facilities, Conduct Site Improvement through Monitoring Systems (SIMS) in all our supported sites.
  • Verifies data quality and prepare analyses (with input from the County project technical staff) required for performance review by County Cluster Head Implement and report to partners and staff data quality audits using the Data Quality Assessment tools by USAID/MEASURE Evaluation
  • Identifies and reports to M&E Director training needs at the District Level
  • Identifies rectifies, and reports data issues to M&E Director
  • Assists with identification and reporting of action points and lessons learned
  • Participates in project annual review meetings and other reviews as required
  • Responds to Pathfinder requests for programmatic information
  • Establishes and maintains close collaboration on M&E with project partners while identifying opportunities and take action to build strategic relationships to help achieve program goals
