National Consultancy - IECD Consultant for Eight Months

Job Summary

The objective of this consultancy is to provide technical support for strengthening system capacity for functional national IECD coordination. The consultancy will involve capturing and documenting agreed multi-sectoral linkages and coordination for IECD service management and delivery; roll out of KFCP; and key processes and steps that require further attention and approval by high level decision makers. This will help government and UNICEF to reflect, analyze and establish areas that need further strengthening. The consultancy will support key line ministries to document key policy implementation issues and how they are articulated and addressed at and by different structures and stakeholders. The overall role of the consultant will be to build the capacity of the targeted line ministries (MoGLSD, MoH, MoES and MoLG) to:
  1. Strengthen the National coordination mechanism for Integrated ECD service delivery.
  2. Support MoLG to receive, review and analyze district reports on IECD service coordination, management and delivery to identify which components of the integrated package of services are available and where; what is workable, what is not working and foster a consensus around what can work.
  3. Support MoLG and MoGLSD to provide guidance on using existing local government structures to build a system to deliver quality, cost-effective and integrated ECD service delivery at each of the service delivery points and roll it out to cover all districts and municipalities in the country.
  4. Build the districts’ capacity to ensure that coordination of IECD services is well factored into planning, implementation, and budgeting of the districts.
  5. Support MoLG to develop guidelines for districts to mainstream the delivery of KFCPs in a multi-sectoral manner through the service points.
  6. Support the respective technical departments of health, education and community service to work as a team to apply an integrated approach across.

Responsibilities

  • Consult with BEAD team members, MoES, MoGLSD and MoLG staff, and relevant members of the ECD National Technical committee to develop a roadmap for implementation of activities.
  • Conduct technical discussions with all stakeholders to develop a common understanding of the criteria for functional mechanisms.
  • Conduct a workshop with the UNICEF ECD working group to discuss the status of the IECD coordination mechanism and share updates. Propose, build consensus on National technical committee meeting agenda, activities and provide mechanisms for conducting effective quarterly meetings.
  • Organize and conduct a workshop with relevant stakeholders led by MoLG to develop national guidance on the coordination on the roll-out of the KFCP at local government and service point levels.
  • Support the validation process of the draft guidance on coordination of KFCP at LG and service points
  • Support MoGLSD develops the capacity of the line ministries (MoES, MoGLSD, MoH and MoLG, NIRA) staff and relevant implementing partners on the implementation of the IECD service delivery framework. Presentation will be co-facilitated by UNICEF staff of CP,BEAD, CSD and Coms.
  • Reviewing different ministries’ related implementation guidelines, document service delivery arrangements by service point and present to technical committee.
  • Support MoGLSD to organize and conduct meetings/s to generate consensus on multi-sectoral technicalities integrated IECD service delivery across the service points.
  • Support MoLG to receive, review and consolidate reports on the implementation of IECD by local governments.
  • Support the ministry to present and discuss the report internally before sharing with MoGLSD.
  • Support MoGLSD to receive, review and consolidate reports on the implementation of IECD by the line ministries (MoES, MoGLSD, MoH and MoLG).
  • Support MoLG for national scale-up of IECD coordination mechanisms through the quarterly CAOs and Planners’ meeting. This will involve planning, organizing and conducting meetings for CAOs and local government planners to discuss implementation, monitoring and reporting on functional mechanism for implementation of SDF at local government levels.
  • Support MoLG develop guidance for inspectorate that will involve organizing and conducting working meetings with relevant MoLG staff to conceptualize the set criteria for functional coordination mechanism; coordination implications of implementation of SDF, CAS, KFCPs at local government levels. Discuss agree accountability responsibilities of the different levels of local governments; functional coordination by LGs, their structures, the process they need to take up to TPC and council.
  • Hold review meetings with MoGLSD and other line ministries to review progress on functional coordination mechanisms of IECD Review relevant reports from different sectors.
