Job Summary

The Alliance for a Green Revolution in Africa (AGRA) is working with African governments, donors, non-governmental organizations, the private sector and African farmers to significantly and sustainably improve the productivity and incomes of resource-poor farmers in Africa. AGRA has its headquarters in Nairobi, Kenya.


AGRA has prioritized eight primary result areas and an additional five cross-cutting result areas of strategic focus in its 2017-2021 strategic plan, including several intermediate result areas. Based on these 13 result areas, a total of 80 indicators have been prioritized across the result areas, which will be tracked/measured quarterly, annually, mid and at end of strategic period. AGRA has prioritized 13 learning questions at farmer, system and national levels to be reflecting on across the years.

To track the outcome level indicators, AGRA M&E system has been designed to measure progress on a number of selected outcome indicators and learning questions each year that ploughs back to strengthening and/ or refocusing interventions to ensure strong focus to the goal and objectives of AGRA, and to feed in to AGRA’s key evaluations along the strategic life cycle.

AGRA invites eligible consultants (firms) to indicate their interest to undertake the surveys. The key objective of the assignment will be to develop a comprehensive survey methodology and approach, appropriate data collection tools and coordinate data collection and analysis of selected AGRA outcome-level indicators and learning question. Interested firms must provide information indicating that they are qualified to perform the services (description of similar assignments, experience in similar conditions, general qualifications of key staff, and relevant experience and any other information that portrays their capability to deliver).


Responsibilities

  1. Develop a clear methodology for measuring the outcome level indicators to measure progress annually taking in to account data and information collected by the programme in the target countries
  2. Develop clear approaches and tools for data collection, coordinate data collection and analysis, and develop comprehensive country-based findings reports
  3. Coordinate with the HQ and Regional/Country teams in data collection and lead data analysis and dissemination of findings to the AGRA team and other stakeholders as may be required
  4. Develop final annual summary reports clearly elaborating on progress values based on required formulae and dis aggregation, with key recommendations to the programme team on implementation based on the progress and trend findings
  5. Support the AGRA M&E team finalize population of indicator baseline values and targeting for all the focus countries
