We are seeking a highlyskilled and experienced Chief Procurement Officer with a proven track record inmanaging procurement functions within parastatals in Kenya. The ideal candidatewill be responsible for overseeing all aspects of procurement activities,

ensuring efficiency, compliance, and cost-effectiveness in the acquisition of
goods, services, and works. The Chief Procurement Officer will play a pivotal
role in driving strategic sourcing initiatives, fostering supplierrelationships, and implementing best practices to optimize procurementprocesses within the organization.

Key Responsibilities:

     Develop and implementprocurement strategies aligned with organizational goals and objectives, takinginto consideration the specific requirements and regulations applicable toparastatals in Kenya.


      Lead and manage theprocurement team, providing guidance, mentoring, and support to ensureeffective performance and adherence to procurement policies and procedures.


      Oversee the entireprocurement lifecycle, including but not limited to sourcing, tendering,contract negotiation, supplier selection, and contract management, to ensuretimely delivery of quality goods, services, and works.


      Institute periodicalmanagement inspections every six months to assess utilization and control ofsupplies


      Maintaining procurementrecords in accordance with the Public Procurement and Asset Disposal Act (2015)and Regulations (2020)


      Collaborate with internalstakeholders, including department heads and project managers, to understandtheir procurement needs and requirements, and provide strategic advice andsolutions to meet those needs efficiently and cost-effectively.


      Advising on the following:

      Reliability of suppliersbased on past dealings with them


      Ability of suppliers toprovide credit where necessary


      Ability of suppliers to givewarranties where applicable.


       

      Ensure compliance withrelevant legal, regulatory, and statutory requirements governing procurementactivities, including procurement laws, policies, and guidelines applicable toparastatals in Kenya.


      Implement robust procurementcontrols and risk management measures to safeguard the integrity of procurementprocesses, prevent fraud, corruption, and conflicts of interest, and promotetransparency and accountability.


      Develop and maintain acomprehensive database of suppliers, contracts, and procurement records, andutilize relevant procurement systems and tools to streamline procurementoperations and facilitate reporting and analysis.


      Monitor and evaluateprocurement performance against key performance indicators (KPIs), identifyareas for improvement, and implement corrective actions to optimize procurementprocesses, reduce costs, and enhance efficiency and effectiveness.


     

Represent the organization in procurement-related matters,including negotiations with suppliers, participation in tender evaluationcommittees, and engagement with regulatory authorities and oversight bodies asrequired.

Qualifications and Experience:

     Bachelor's degree inProcurement, Supply Chain Management, Business Administration, or a relatedfield. A Master's degree is preferred.


      Professional certification inprocurement and supply chain management (e.g., CIPS, CPSM) is highly desirable.


      A minimum of 8-10 years ofprogressive experience in procurement management, with at least 5 years ofexperience in a senior leadership role overseeing procurement functions withinparastatals or public sector organizations in Kenya.


      Demonstrated knowledge andunderstanding of procurement laws, regulations, and policies applicable toparastatals in Kenya, as well as familiarity with international procurementbest practices and standards


Very conversant with government tendering processes and documentation

.

      Must be between 35-45years ofage.


      Proven track record ofsuccessfully managing complex procurement processes, including sourcing,tendering, contract negotiation, and supplier relationship management, with afocus on achieving value for money, quality, and compliance.


      Strong leadership and peoplemanagement skills, with the ability to inspire, motivate, and empower teams toachieve excellence in procurement performance and service delivery.


      Excellent communication,negotiation, and interpersonal skills, with the ability to build and maintaineffective relationships with internal and external stakeholders at all levels.


      Analytical mindset withstrong problem-solving skills, attention to detail, and the ability to thinkstrategically and make data-driven decisions to drive continuous improvement inprocurement operations.
