Job Summary

Job Purpose

To manage, implement and monitor Human Resource policies, strategies, guidelines, rules, regulations; and guide the District Local Government on all matters of Human Resource Planning, Management, and Development.
HOW TO APPLY
Applications should be submitted in triplicate on Public Service Commission Form 3 (revised 2008) and submitted to the Secretary District Service, P.O.Box 1 Madi Okollo, to be received not later than 29th February 2020 The application Form are obtained from the Public Service Commission Offices, Farmers House, Second Floor, Parliament Avenue Kampala and District Service Commission Offices of Madi Okollo and Service Commissions Countrywide Applications should bear the Title of the POST: as well as the Reference number specified against the vacancy. Applicant should attach three (3) recent passport size photographs, Certified copies of their academic Certificates, Transcripts/result slips, copies of Registration Certificates and valid practicing Certificates license (for Health worker who are by law to register with relevant professional councils) plus other relevant documents. Hand written application with detailed Curriculum Vitae (CV) will be accepted Applicants already in Government Service should route their applications through their Responsible Officers who must be informed of the closing date to avoid delay. Applicants who shall not hear from the District Service Commission on completion of the Recruitment and Selection exercise should consider themselves unsuccessful

Responsibilities

  • Initiating, developing and implementing Human Resource policies, regulations and practices in the Local Governments;
  •  Preparing plans and budgets for the Human Resource Sub-sector;
  • Preparing submissions for the appointment, confirmation, discipline, transfer of staff in the District Local Government;
  • Managing and maintaining the payroll and staffing control system in the District Local government;
  • Supervising the update and safe custody of human resource and other relevant  records in the District Local Government;
  • Advising and counseling staff on career development;
  • Providing technical support to departments on the interpretation of Public Service Standing orders, Human Resource Policy, staff regulations and other relevant human resource issues;
  • Processing submissions for terminal benefits of staff and submitting to the relevant authorities for the necessary action;
  • Appraising performance of staff in the Human Resource Sub-sector.

Job Requirements

Required education: Post-graduate education
Required relevant work experience: 7 years
Required languages: English (Spoken: fluent | Written: fluent)
