Background:
Alliance Forum for Development-AFOD Uganda is a non-profit, non-governmental organization working with humanitarian and development partners to address the needs of conflict affected population, rural and urban poor communities in Uganda to address their real needs in areas of health, nutrition, food security and livelihoods, environmental health, protection and psychosocial support, and research.

Main job summary:
Under the direct supervision from Head of programme, the incumbent will effectively manage field level implementations and coordinates with all stakeholder – OPM, WFP, UNHCR and Local Government leadership, community leaders and other partners in delivery of Food Assistance and Nutrition Programme for conflict affected population in Palorinya-Moyo District. Manage and ensure efficient and cost-effective implementation of the GFA.

Qualification/Required competencies

  • .Bachelor’s degree in Agriculture, Agric-business, Economics, International Development, Social Sciences or other related field with Post graduate Diploma in Project Planning and Management. Masters in any of the above will be added advantage with additional years of related work experience.
  • At least five (5) years of relevant professional experience.
  • Experience in food assistance intervention for conflict affected population in settlement/camp settings.
  • Experience in Food security, livelihood and nutrition in humanitarian and development programming.Has gained experience in field operations, preferably in emergency situation.
  • Gained experience of analyzing political situations, assessing risk accurately and supporting managers and leaders in decision making that is sensitive to this.
  • Gained broader exposure across areas within a function (i.e. policy, programme etc.)
  • Has gained experience managing mid-size financial budgets, balancing multiple priorities effectively.
  • Has experience leading a mid-size to large team to ensure the effective delivery of objectives.
  • Experience gap analysis, needs assessment and grant proposal development
  • Participated in a vendor/government/ partner negotiation in support of broad function or Country Office requirements.

Responsibilities


  1. Manage and lead AFOD field operations within the area of assignment to ensure timely and effective deployment of food assistance programme.
  2. Accountability for the deployment of AFOD Programme activities related to Food Security and Livelihood Programmes - General Food Assistance to affected population in settlement/camp setting.
  3. Effectively manage the Field Office to ensure transparent and efficient people management and the continued development of a cohesive and high performing team.
  4. Ensure efficient use of financial resources for achievement of set objectives.
  5. Accountability for the security of AFOD staff, operations, premises and assets in the Field Office.
  6. Collaborate with key stakeholders, governments, UN agencies and other partners in Food Assistance sector and nutrition programmes to address food security issues, provide support and technical expertise for the planning and implementation of food assistance programmes, including advice on the context-specific transfer modalities (food, cash or vouchers) in area of operation.
  7. Develop and coordinate data gathering and monitoring systems and conduct timely monitoring and evaluation activities.
  8. Forge and nurture external partnerships to improve assistance packages and support complementary strategies; identify potential areas for collaborative approaches and initiatives.
  9. Develop and sustain liaison with local government authorities, international and local NGOs, UN agencies, donors, civil society, beneficiaries and other partners and media engaged in the field of food security.
  10. Engage with beneficiaries, inspect FDPs where General Food Assistance is provided to ensure compliance with WFP policies and that progress is made in the achievement of project objectives.
  11. Perform other duties as required.
