Job Summary



The programme manager will be responsible for the implementation and operations of the
Generation programme in somaila. He/she will be the primary point of contact and
manager of the Generation Somaila Programme Coordinators (currently two, likely
four or five by the end of 2016), handling various primary processes: recruiting
candidates, training delivery partner staff and Generation students, preparation
of new training centres, managing relationship with employer partners,
graduation events and post-graduation support of the alumni.




·Ideal candidates will have a Master’s degree
with at least 4 years of direct programme supervisory or operational setting management
experience (e.g, supply chain management, factory supervision, particularly
those overseeing multiple sites or projects simultaneously).

·Strong affinity with solving complex societal issues
in K, such as youth employment.


·Ability to manage teams towards success for multiple
projects and balance short and long term objectives.


·Professional demeanor, excellent organizational and
communication skills, and strong attention to detail.


·Interest in leading a community-based coalition that
stretches across multiple delivery partners.


·Self-reflective, open to frequent feedback and ability
to give constructive feedback.


·A proactive, positive, solutions-oriented attitude,
drive for excellence, and ability to be a team player.


·A strong entrepreneurial spirit, embracing the opportunity
for creativity and hard work inherent in a fast-growing start up organization,
and interested in being an integral part of aggressive scale-up.


·Experience in education-to-employment
programmes, and/or working closely with disadvantaged young adults between the
ages of 18 and 29 years old and/or has extensive knowledge of current trends
and issues in adult education is useful but not required.



This role is a full-time position with an expected start
date around mid-April 2016. The expected minimum duration is 12 months, with a
strong possibility to continue if all parties are satisfied. Probation period
is three months. Competitive salary commensurate with experience.


Responsibilities

General Responsibilities

·Ensure high-quality implementation and running
operations of Generation programme across sectors and geographies, in accordance
with program specifications and funding limitations, including management of
Generation Somaila programme-specific coordinators and delivery partners.


·Set strategic direction of scale up of operations
as to deal with operational challenges in a proactive way.


·Work closely with Generation Somalia MSI team,
contributing insights and experiences as we continue improving the Generation
model throughout Kenya.


·Communicate consistently with MSI team, including
drafting weekly update emails and leading bi-weekly calls.


·Build and cultivate relationships with programme
partners throughout Somalia, including but not limited to employers, funders, and
general supporters (e.g., public officials, influential civic leaders)


Specific responsibilities

Manage a team of programme coordinators for a high-quality
and successful implementation of their respective Generation programmes


·Develop 12 month timeline and budget for overall
Generation programme implementation and ensure all targets and timelines for
operational scale up are met.


·Conduct daily check ins and check outs to help
programme coordinators with their operational responsibilities, solve for
immediate issues on the ground and prioritize where needed.


·Lead weekly Operational meetings & identify
areas of risk and take steps to reduce vulnerabilities.


·Give feedback throughout and hold performance
evaluations of programme coordinators on a regular basis.


·Collaborate with MSI team to evaluate program
against agreed upon objectives.


·Ensure appropriate organization and staffing,
and grow team as required.



Monitor performance of delivery partners in accordance with
programme specifications and within budget limits


·Review delivery partner’s budget for operational
cost reasonableness.


·Ensure delivery partners adhere to Generation
methodology, practices and standards.


·Implement a performance management and quality
control process of recruitment, screening, training delivery and coach quality,
in-class and post-grad coaching and mentoring and logistics of training and
events.


·Serve as the primary point of contact for the
Executives of the Delivery Partners.


·Conduct bi-weekly calls with Executives of
Delivery Partners to discuss any issues and implement a corrective action plan.


·Assess delivery partner’s performance on agreed-upon
KPIs such as # of graduates per cohort.


·Ensure continuous alignment between delivery
partners and MSI team in Somalia.


Cultivate and maintain employer relationships to ensure Generation
graduates are placed into employment.


·Assist MSI Kenya team in cultivating relationships
with new employers & managing “on-boarding” of new employer partners.


·Maintain strong relationships with current
employer partners for placement of our graduates.


·Oversee student’s transition to full time
employment with local employment partners.

Identify programme and process improvement opportunities:

·Continuously look for opportunities where
process efficiency gains can be made and implement solutions, after agreed upon
with MSI team, including automation / technology solutions.


·Ensure data on candidates or program is maintained
and analyzed with objective of improving program.


·Proactively suggest programme improvement
opportunities to MSI team.


·Collaborate with MSI team to evaluate program
against agreed upon objectives.


Ensure all funder demands are met:

·Safeguard branding of funders is in adherence
with their specific branding guidelines.
