Job Summary

The Project Officer will be expected to works closely with the Project Manager in defining the project scope, supporting and empowering the therapy team (Mental Health Supervisor and Facilitators), managing and supervising the planning, budgeting and implementation of the workplan; ensuring patient safety, program management and clinical effectiveness, lead on program reporting, documentation, and dissemination of learnings and best practices to a range of stakeholders; coordination across offices and locations; and finally advocacy and strategic planning to support longer-term program sustainability and partnership engagement in Lamwo District.

Responsibilities

1. Project Implementation
Provide overall programmatic and administrative leadership and guide priority setting for implementation of the project in Lamwo District.
Works closely with the Project Manager in defining the project scope and in the development of the Work Breakdown Structure (WBS) to facilitate decision-making for project start-up.
Regular monitoring/periodic individual and group supervision of MHFs, MHSs, PFs and to ensure all activities are in line with SMU ATG standards, policies and procedures.
Assists with the preparation of the Project Implementation Plan (PIP) and other key documents to support the project.
Assists with the implementation of finance and accounting (including budgeting), records management, communications, feedback, monitoring and evaluation frameworks are effectively established to facilitate project implementation.
Ensure that logistics support, transport and other support for the field activities are coordinated in timely fashion with the logistics and administration department.
Lead the project implementation and budget management, ensuring effective and timely activity implementation and budget management.
2. Team support supervision
Implement innovative management techniques across the project team to ensure full oversight of staff activities while building team cohesion and enthusiasm.
Mentor and demonstrate solid leadership for ATG Lamwo team to ensure that organizational values are respected and maintained.
Lead by example to impart excellent and detail-oriented supervision techniques and standards for all program staff.
Liaise with Quality Assurance and M & E department to develop mechanisms for ensuring that staff deliver quality services and propose means for addressing challenges and gaps.
Develop project communication channels, monitoring systems, and other tools to ensure that challenges and problems are identified quickly, and the right stakeholders involved in effective and rapid responses.
Oversee and ensure on-time reporting and data submission for all program staff.
Ensure project activities comply with relevant legislation and professional standards
3. Coaching and Skills Building
Develop a team culture of learning, excellence and application of the SMU values and policies specifically but not limited to the SMU safeguarding and child protection policies.
Support the development of an organizational culture that reflects our dual mandate values, promotes accountability and high performance, encourages a team culture of learning, creativity and innovation, and frees up our people to deliver outstanding results for the clients and excellent customer service for our Members and donors.
Work with teams to develop SMART performance objectives, conduct performance reviews against agreed objectives and prioritization of improvement opportunities. Ensure follow up of actions from the performance reviews and evaluate direct reports regularly.
Uphold SMU core values through professional role modeling and by information sharing and knowledge – and capacity building with teams.
To develop appropriate communications procedures to ensure that all members of staff are informed regarding the policies and directions of SMU.
4. Reporting
Ensure that weekly activity reports and other M & E forms are submitted by the MHF’s for every group to the required standard.
Submit monthly reports to the APM (using agreed format).
Prepares regular reports to assist the Project Manager to track the progress of project components to ensure schedules and deadlines are being met.
Ensure a standard filing of documents is maintained by the MHF’s
Identify project issues and possible solutions and bring them to the attention of the Project Manager for action.
5. Liaison and Coordination
Ensure smooth coordination with the district, Sub-partners, sub-counties, and parish authorities for the implementation of IPT-G sessions. (PO)
The Project Officer will manage important relationships across agencies and schools
Ensure good coordination with other NGOs and civil societies in work to ensure cooperation (Net working)
Ensure coordination between the SMU teams
Interfaces with project contractors, keeps track of their deliverables, and keeps the Project Manager up to date.
Liaison with project staff and associated activities to ensure that the project milestones, objectives, and requirements are fulfilled
Project liaison for communicating data management issues/ change requests to Data Management and following up resolution.

Job Requirements

Required education: Bachelor's degree
Required relevant work experience: 5 years
Required languages: English (Spoken: fluent | Written: fluent)
