Job Summary

The scale and nature of migration and displacement calls for cross-border solutions.
The Khartoum Process is a regional dialogue on migration between the EU and countries of origin, transit and destination in the Horn of Africa, with an initial focus on addressing trafficking in human beings and smuggling of migrants. Most countries within the Khartoum Process region are places of origin, transit and destination for migrants and displaced people.
The Better Migration Management (BMM) project will respond to these needs as they were identified by the African countries of the Khartoum Process.
The overall objective is to improve migration management in the region, and in particular to curb the trafficking of human beings and the smuggling of migrants within and from the Horn.
The Better Migration Management project is an example of cooperation between the European Commission and the German Federal Ministry for Economic Cooperation and Development (BMZ). It is financed by the European Union Emergency Trust Fund for Africa (Horn of Africa Window) with EUR 40 Mio and by the BMZ with EUR 6 Mio. The project is implemented by the Deutsche
Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH in partnership with European and International agencies.Required qualifications, competences and experience
Bachelor or Master Degree in a relevant discipline such as social or political sciences, law, international relations or similar
Professional experience
At least 5 years’ relevant professional experience
Other knowledge, additional competences
Demonstrated experience organising and managing activities, events and projects
Demonstrated strong communication and report writing skills
Experience coordinating multiple stakeholders
Knowledge of migration, border management and/or protection issues in the Horn of Africa is a distinct advantage
Good working knowledge of ITC technologies (related software, phone, email, the internet) and computer applications (e.g. MS Office)
Willingness to travel (abroad) regularly and for extended periods
Fluency in English and Somali is a must
Willingness to upskill as required by the tasks to be performed – corresponding measures are agreed with management


The project officer is responsible for:

  1. Implementing BMM project activities to build capacity in migration management and protection mechanisms for victims of human trafficking and vulnerable migrants with a focus on Somalia
  2. Build and maintain relationships with Somali partners in government and civil society and with BMM implementing partners in the field
  3. Facilitating cooperation and coordination of programme stakeholders relevant to activities in Somalia
  4. Maintaining a good flow of communication and information between all involved institutions and counterparts and GIZ
Management and coordination
The project officer:
  1. Plans, coordinates, implements and monitors project activities and other task required for implementing programme components
  2. Is responsible for documenting training events, workshops, forums, meetings and other project activities with the partner institution
  3. Is responsible for preparing budgets and monitoring expenses for project activities in accordance with the prevailing provisions
  4. Assists the project with all organisational and management issues
  5. Regularly consults with the GIZ officer responsible for the contract and cooperation on all project activities
  6. Helps identify the needs of partner government institutions and NGOs
  7. Participates in formulating project action plans and helps synchronise the planning and budgeting system
  8. Contributes knowledge, ideas, feedback and lessons learned to the programme team for continuous learning, improvement and innovation.
2. Communication and networking
The project officer
  1. Develops and maintains contact with all important stakeholders
  2. Provides technical assistance to local and international experts
  3. Ensures knowledge management by collecting, processing and distributing relevant information, monitors communication and interaction between government institutions, NGOs and civil society through analyses of the media, direct dialogue, participation in meetings and seminars etc.
  4. Promotes and represents the programme, its activities and the organisation in relevant fora
3. Other duties/additional tasks
The project officer:
Performs other duties and tasks at the request of management
While the focus of the role is on BMM programme activities in Somalia, the Programme Officer Somalia may also support BMM regional activities or activities in Kenya as required.
