As an international cooperation enterprise forsustainable development with worldwide operations, the federally owned DeutscheGesellschaft für Internationale Zusammenarbeit (GIZ) GmbH supports the GermanGovernment in achieving its development-policy objectives.


GIZ is entering into a new project under the name “StrengtheningWater Security in Zanzibar” (ZanziWaS) andis partnering with the Ministry of Water, Energy and Minerals (MoWEM). ZanziWaSis looking to fill the position of an Advisor on Water Policy Dialogue, Water

Supply and Sanitation (“the Advisor”) based in Zanzibar City to support theimplementation of the project’s scope and activities.

 Together with other projects in the area ofBiodiversity, Climate Change and Water, this project is being supported by afinance and administration pool primarily based in Dar es Salaam. The Advisoris part of the GIZ Water Programme team in Tanzania but will be based at the

project satellite office in Zanzibar. In Zanzibar he will work with a projectteam under the lead of a GIZ project manager.

Supply and Sanitation (“the Advisor”) based in Zanzibar City to support theimplementation of the project’s scope and activities.

  • Assist andmonitor the development and implementation of the GIZ Project plans andactivities in close consultation with the GIZ team leader and the GIZ Water

    Programme.

  • AdvisingMoWEM on the development of a national water master plan for Zanzibar and


  • coordinationof donor activities within the water and sanitation sector


  • Draftingguidelines for monitoring and controlling water pollution or waste managementwith the involvement of the private sector and civil society organizations

    (e.g. with the Association of Non-Governmental Organizations of Zanzibar -
  • ANGOZA)
  • AdvisingMoWEM and the Zanzibar Water Authority (ZAWA) on the introduction of incentivesfor implementation of water efficiency measures such as: water demand

    management, managing non-revenue water/water losses, wastewater reuse,
  • water-saving technologies, rainwater utilization.
  • AdvisingMoWEM on the implementation of cost-covering and socially acceptable watertariffs with regard to social cohesion


  • AdvisingMoWEM and local authorities on redefining responsibilities in the wastewatermanagement sector and sensitizing stakeholders to the new organizational

    framework

  • AdvisingZAWA on improving leadership and operational management, including theintroduction of a digital measurement/applications and billing system and power

    supply (energy efficiency) for sustainable pump operations and services
  • provision.
  • Coordinationof training for ZAWA employees, particularly in the areas of maintenance andwastewater management, as well as the development of a gender action plan to

    promote women in leadership and management positions at ZAWA.

  • Advice onenhancing public-private partnerships, e.g. for the operation of pumping andtreatment stations for drinking water, for the removal and environmentally

    friendly treatment of faecal sludge and where possible investments in improving
  • water supply and sanitation services.
  • Implementationof measures to raise awareness among the population about water conservationand the socially responsible design of water and wastewater tariffs with LGAs

    and the Association
  • of Non-Governmental Organisations of Zanzibar and other stakeholders.
  • Advisingtourism, property companies and major investors on the treatment and reuse ofwastewater, especially in properties located in the coastal areas.


  • AdvisingMoWEM on the identification and mapping of water resources, recharge zones andcatchment areas, including the collation of data on a regular basis,


  • Use ofdigital instruments (e.g. telemetric loggers) to strengthen MoWEM's groundwater.monitoring system.


  • AdvisingMoWEM and ZAWA on analyzing and interpreting data on the quantity and qualityof groundwater and consolidating the data in the digital database and making

    the date ready for users.

  • AdvisingMoWEM, ZAWA and relevant institutions (e.g. universities, public organizations,commercial centers, hotels) on investments on harvesting, storing and utilizing

    rainwater (retention basins, groundwater recharge)

  • Carryingout various relevant studies which are key for the water sector including rainwater.utilization,

    among others.

  • Enhancingand planning of climate resilient wastewater and sanitation services and flood managementfor selected areas.


  • Provideprofessional advisory services to and cooperate with a broad range of targetgroups and partner institutions, especially MoWEM and ZAWA, City Councils on

    Unguja and Pemba, ZEMA, private sector and NGOs and others that may be
  • identified by the project.
  • Manage thedesign, preparation and implementation of meetings, workshops, seminars,project report writing and plans and other events on issues connected with the

    project.

  • Liaise andcooperate with other implementing agencies involved in water sector developmentin Unguja and Pemba, such as the German Development Bank KfW and the

    EU-financed NGOs working on Pemba for resilient urban development.

  • Coordinateswith the local GIZ support team including the GIZ project manager leader, a developmentadvisor, a driver and an administration assistant.


  • Participatesin and contributes to GIZ and relevant project partner events.


  • Preparesreports on project activities and expenditures reports to the Steering/Management Committee on ZanziWaS.


  • Providefinancial reports on expenditures for the activities under his/herresponsibility in accordance with GIZ standards. On this task he/she will be supportedby the finance and administration experts of GIZ.


  • Networking and cooperation

  • Liaiseand cooperate with the partners of the German Development Cooperation,especially KfW and others.


  • Assist with Public Relations (PR) work and cooperatewith local communities, relevant organisations, non-governmental agencies, andindividuals in the project environment and with other relevant projects withinthe area/Zanzibar to improve and maintain good working relationships.


  • Communicates and encourages sharing of ideas andinformation for the benefit of the project and its outputs.


  • Knowledgemanagement


  • Contributes to the development of ready-to-use technical reports including guidelines, manuals and procedures that are within the National Water Policies and in accordance with MoWEM, ZAWA and GIZ principles.

  • Drafts reports and presentation documents with reference to MoWEM, ZAWA and GIZ communication guidelines.

  • Prepares appropriate input for various project reports including annual reports and contributes to any other requests by the GIZ project manager and GIZ office.

  • Coordinationtasks



  • RepresentGIZ in local events, workshops and stakeholder meetings.


  • Assistwith monitoring, quality management, evaluation, communication anddocumentation of project activities and outputs.


  • Compilerelevant information for joint activities and assignments.


  • Support otheroperational activities within the project (e.g. offer preparation, impactmonitoring, project progress review, reporting etc.)
