Job Summary

Kenya Railways (KR) is a state corporation created under The Kenya Railway Act (Cap 397) of the Laws of Kenya with the core mandate of providing an efficient and effective railway transport.

  1. Master’s Degree in Security Management, Social Sciences or equivalent
  2. Bachelor’s Degree in Security Management or equivalent
  3. Served in the Police or Military for at least ten (10) years, and attained the rank of Chief Inspector and at that level for at least three (3) years at that level.
  4. Leadership Course lasting not less than four (4) weeks
  5. Proficiency in Computer applications
  6. Meets the provision of Chapter Six of the Constitution

Duties and Responsibilities

The Security Services Manager is responsible to the Managing Director for developing, coordinating and implementing the Corporation’s security strategies, policies and standards for protection and preservation of the Corporation's assets to achieve Corporation mandate and business objectives. The Key roles include and not limited to:
  1. Developing & enforcing security standards in line with the operating framework
  2. Managing & monitoring the implementation of the security strategy in line with policies, processes & procedures to deliver business objective.
  3. Managing security audits to identify possible threats and recommending preventive measures
  4. Managing continuous information gathering and intelligence analysis with a view to developing preventive measures for enhanced security of the Corporation's assets and operations
  5. Managing, training and monitoring outsourced security service providers to meet KR security objectives and enhance performance.
  6. Liaising with national security agencies to ensure security of Corporation's assets and business operations.
  7. Preparing security training programmes and carrying out sensitization initiatives to enhance compliance with security standards and policies
  8. Overseeing incident response planning and investigation of security violations, contributing to disciplinary and legal matters associated with such violations as necessary
  9. Maintaining an up to date databank of security incidents and trends and reporting for management information and security action
  10. Contributing towards business continuity planning
  11. Designing programmes and measures to prevent and eliminate encroachment
  12. Preparing, managing and monitoring the departments budgets
  13. Leading, motivating and developing the departmental staff to achieve business and people objectives
  14. Managing the department s communication
  15. Identifying, implementing and benchmarking best practices in management
  16. Managing and implementing change initiatives to achieve desired business plans and culture

Kenya Railways was established by an Act of Parliament (Cap 397) of the Laws of Kenya, and commenced operations on January 20, 1978. The overall mandate of the Corporation then was to provide a coordinated and integrated system within Kenya of rail and inland waterways transport services and inland port facilities. The Act was amended through The Kenya Railways (Amendment) Act 2005 to make it possible for the Board of Directors to enter into concession agreements or other forms of management for the provision of rail transport services. Following this Amendment, KR conceded railway operations to Rift Valley Railways Ltd (K) from November 1, 2006 for 25 years for freight services and 1 year for passenger services.
