Job Summary

Provide strategic direction and Restricted funding projects (RFP) technical teams’ coordination for IPPFAR restricted funding projects in the furtherance of IPPF Mission, Vision, and values through the provision of programmatic leadership to contribute towards the achievement of IPPF strategic framework and secretariat implementation plan
  • Provide strategic direction and RFP technical teams’ coordination of IPPFAR Restricted funding projects to ensure that they are managed efficiently ensuring high performance, high-quality programme and service delivery in an accountable manner in order to sustain and attract donor funding
To be accountable for the achievements of the IPPFAR Restricted funding projects expected results as provided for in the relevant restricted funding projects documents.


  • Program management
  • Design and guide the implementation of a harmonized approach to Restricted Funding Project design, implementation, monitoring and reporting in line with existing best practices and IPPFAR policies/procedures
  • Coordinate and proactively monitor the overall progress of the implementation of the IPPFAR Restricted funding projects
  • Track the implementation of restricted projects at ARO and in MAs by providing timely feedback to the Head of Department Programmes and Health Systems Strengthening
  • Maintain the overall integrity and coherence of the Restricting Funded Projects and maintain the programme environment to support each individual project/staff member within it
  • Ensure the delivery of MA services is to the appropriate level of quality, on time and within available resources and according to the programme plan
  • Strengthen the capacity of MAs to develop innovative programmes in Sexual Reproductive Health
  • Ensure that implementation of Restricted Funding Projects is up to donors’ expectations
  • Ensure Restricted Funding Projects reports are in line with IPPF/other donor requirements
  • Lead, provide support and direct the development of Annual Work Plans (AWP) of the Restricted Project Funded Project team against the IPPF AR strategic plan by setting out clearly defined roles and responsibilities for each team member
  • Monitor the implementation of the Annual Work Plan budget for the Restricted Funded Project team
  • Work with other members of the Programme Department to contribute to the delivering of the agreed department priorities – quality of care, enabling services, MA capacity programme management/capacity building among others
  • Work with unites/departments at IPPFARO to contribute to the delivering of the agreed regional office priorities.
  • Financial management
  • Ensure all restricted projected achieve the following:
  • Oversee programme budgets, monitor expenditure and costs against results that are realised as the programme progresses
  • Ensure effective accounting and finance management systems are developed and maintained at MA level
  • Collaboration with ARO Technical Advisors, Operations ensure implementation and strengthening of internal financial control procedure at MA levels
  • Partnerships and capacity building
  • Assist MAs to build strategic partnerships with the government, civil society, bilateral and multilateral organisations to implement programmes
  • Coordinate information flow and communication between ARO and MAs and timely responses
  • Provide guidance in responding to Member Associations (MAs) technical and management needs and ensure quality and tailor-made delivery and provision of technical assistance to MAs
  • Conduct regular assessments and provide regular updates regarding restricted projects at IPPF AR
  • Strengthen internal and external linkages and partnerships between the Programme Department and other ARO departments/units such as SPOD, ERA, RDOs, Operations, IPPF Central Office and other strategic external partners.
  • Monitoring, evaluation and knowledge management
  • Oversee the preparation of annual program and budget, progress reports, donor reports
  • Coordinate documentation of best practices and case studies from the MAs restricted projects for internal and external dissemination
  • Work with the Knowledge and Performance Unit to oversee research studies.
  • Other
  • Participate as a member of the senior staff in program department to provide guidance on department-wide management decisions
  • Assist staff to set individual performance goals and objectives
  • Conduct monthly one to one and team meetings to review work plans against achievements of the team
  • Assist RFP Delivery team members to set and to assess annual goals and performance objectives against achievements of the departmental team
  • Work closely with members of other departments/units to ensure collaboration, harmonization and linkages
  • Work closely with the Head of Department Programmes and Health Systems Strengthening as well as other senior or cross-cutting advisors to advance departmental agenda.
  • Work on multiple deliverables simultaneously, independently and meet deadlines without compromising quality

Job Requirements

Required education: Post-graduate education
Required relevant work experience: 7 years
Required languages: English (Spoken: fluent | Written: fluent)
