Job Summary

Qualifications Knowledge and Skills:

  1. Bachelor’s Degree in any Social Science field, Business Administration and/ or Human Resource from a recognized institution;
  2. Higher Diploma in Human Resource Management;
  3. Member of a Professional Body;
  4. Computer Literacy;
  5. Meet the requirements of Chapter Six of the Constitution of Kenya;
  6. Six (6) years of service of experience three(3) of which should be in a similar or a comparable position from a reputable organization;

In addition to the qualifications set out in the Constitution and the Enabling Statutes, applications must further furnish clearance certificates from:- a) Director, Ethics and Anti-Corruption Commission(EACC); b) Commissioner General, Kenya Revenue Authority (KRA); c) Chief Executive Officer, Higher Education Loans Board (HELB); d) Professional bodies (where applicable) to which the applicant belongs such as LSK, ICPS(K), ICPAK, AAK, IEK, etc.; e) Certificate of Good Conduct from DCI

Application Submission

  1. Interpret, implement and apply HR policies, standards, and procedures on human capital management matters;
  2. Participate in development and review of Human Capital Management Manuals and Guidelines;
  3. Participate in the preparation of the Human Capital Management budget and work plans.
  4. Conduct exits interviews for staff leaving the Commission; National Police Service Commission – Vacancies Announcement February 2018
  5. Train and sensitize staff on scheme of service and benefits to facilitate empowerment of staff;
  6. Advice staff on all aspects of the Human Capital function which include recruitment and performance management;
  7. Process injury claims as reported and forward them to service providers for timely payment;
  8. Forward documentation to service providers on group life claims to ensure payments are made in a timely manner;
  9. Conduct end year evaluations and carryout mid- year review to maintain HR set guidelines on performance schemes;
  10. Prepare and update Complement surplus and deficit with a view of deployment of staff to address imbalance;
  11. Prepare Revised Personal Emolument Budget;
  12. Prepares and disburses salaries for payment by the Accounts function;
  13. Makes the recoveries of overpayments, imprest, filling of Tax Returns and salary stoppages;
  14. Ensure implementation of HR decisions on Promotion, Confirmation of appointment are acted upon; 15. Ensure NHIF Returns are filled on monthly basis and
  15. Conduct HR Audits to ensure compliance.
