Job Summary
The Uganda Law Reform Commission is an autonomous body of Government established under Article 248(1) of the Constitution of the Republic of Uganda and operationalized by the Uganda Law Reform Commission Act, Cap. 25. The mandate of the Commission is to study and keep under constant review the Acts and all other laws comprising the laws of Uganda with a view to making recommendations for their systematic improvement, development, modernisation and reform.

Responsibilities
The Senior Human Resource Officer will be responsible to the Undersecretary for the following duties and responsibilities:-
1. Heading the human resource function;
2. Coordinating staff training and development programmes.
3. Coordinating the preparation of schemes of service and job description.
4. Drafting relevant workplace policies.
5. Verifying payroll before payment of salaries;
6. Interpreting aspects of the human resource policies, rules and regulations and providing advice for implementation.
7. Advising staff on matters relating to terms and conditions of service.

8. Coordinating disciplinary processes.
9. Undertaking wage performance analysis and staff projections.
10. Preparing draft submissions to Attorney General in relation to recruitment, confirmation, termination, retirement and discipline;

13. Handling any other duties as may be assigned from time to time.
MINIMUM QUALIFICATIONS:
1. An Honours Bachelor’s Degree in either Human Resource Management or Social Sciences or Social Work and Social Administration or Public Administration and Management or Business Studies/Administration/Commerce (Management/ HRM Option) or Arts or Development Studies or any other relevant qualification with HRM/Personnel Management as one of the course units from a recognized
University/Institution.

2. A Post Graduate Diploma in Human Resource Management from a recognized University/Institution.

Applicants should have a minimum of three (3) years relevant working experience in Human Resource Management or in a related field in Government or from a reputable organization and should have been confirmed in appointment.
