Job Summary

The Norwegian Refugee Council (NRC) is a non-governmental, humanitarian organization with 60 years of experience in helping to create a safer and more dignified life for refugees and internally displaced people. NRC advocates for the rights of displaced populations and offers assistance within the shelter, education, emergency food security, legal assistance, and water,sanitation and hygiene sectors.

The Norwegian Refugee Council has approximately 5000 committed and competent employees involved in projects across four continents. In addition, NRC runs one of the world’s largest standby rosters -NORCAP, with 650 professionals, ready to be deployed on 72 hours notice when a crisis occurs

NRC has been active in Uganda since September 2014 implementing projects such as Education, Livelihoods and Water, Sanitation and Hygiene Promotion (WASH). ICLA has been confined to Kampala for the unban refugees but now expanding to West Nile and South Western Uganda,
Currently, NRC is running Programs for Sudanese refugees in Adjumani, Yumbe, Arua, Palorinya and most recently Hoima, Kyangwali Refugee Settlement for the DR Congo Refugees.

NRC now wishes to recruit a Shelter Assistant (Community Mobilisation) for Yumbe operations.


  1. Support the shelter officer in formulation of project work plans and provide quality and timely reports to the officer on projects progress.
  2. Mobilise the community for construction of emmergency shelter, semi permanent shelter and schools.
  3. Monitor stock and request shelter construction materials from the warehouse in a timely manner, supervise and monitor distribution of construction materials to the beneficiaries.
  4. Monitor and ensure proper usage of the shelter construction materials, assets and tools.
  5. Facilitate effective implementation of shelter activities which includes participation and involvement of communities and beneficiaries the construction processes, and ensure tasks are completed correctly and on schedule.
  6. Participate in shelter assessments and continuous gap identification and analysis
  7. Represent NRC in relevant meetings
  8. Take part in the recruitment, training and managing community arteseans and casual workers.
  9. Take part in the verification and selection of shelter beneficiaries.
  10. Supervise and develop the capacity of refugee community workers implementing shelter construction activities.
  11. Take account of gender, protection, HIV, the environment, and other important cross-cutting concerns in programme design, implementation, and reporting; carry out activities in a way that reflects the needs of specific groups and individuals e.g. elderly people, minority groups, children, and people with disabilities.
  12. Support the preparation PRs and follows up on timely procurement of materials, tools and services.
  13. Take part in general assessments, upon request
  14. Adhere to NRC policies, tools, handbooks and guidelines
  15. Assist with the implementation of the support function portfolio according to plan of action
  16. Prepare and develop status reports as required by management
  17. Ensure proper filing of documents
  18. Promote and share ideas for improvement of the support function
