Job application procedure
Applications are invited from suitably qualified Ugandans to fill the vacant posts that exist in Pallisa District Local Government. Applications must be submitted in triplicate on PSC Form No. 3 (Revised 2008) and addressed to The Secretary District Service Commission Pallisa, P.O Box 14 Pallisa, and to be received no later than 2nd December 2020. Application forms can be obtained from Secretaries to the District Service Commissions countrywide or Public Service Commission at Farmers House Kampala. Detailed information on these posts can be obtained from the Job Descriptions and person specifications guidelines for jobs in local Governments, 2011, and 2017 as well as other Public Service circular letters and guidelines relating to recruitments that are available in all districts and also on websites www.publicservice.go.ug or www.psc.go.ug. Applications should bear 3 recent passport size photographs, certified academic documents, a copy of a National Identity Card, and other relevant supporting documents with day time contact phone number. Serving officers should route their applications through their Heads of Department who must be informed of the closing date to avoid delay. Only successful candidates will be contacted and will be required to come along with their original certificates, National and institutional Identity cards for interviews. Falsification of documents is a crime and a candidate involved will be personally held liable for the consequences.

Job Purpose
To coordinate, monitor and provide technical support in the implementation of procurement and disposal of assets function for an Entity to ensure value for money.
Qualifications
• EITHER an Honors Bachelors Degree in Procurement/Supply chain Management from a recognized awarding Institution.
• OR A bachelor’s Degree in a Non-supply chain management discipline, plus a post-graduate Diploma in Public Procurement Management from a recognized awarding institution.
• OR full Professional qualification in Supply Chain Management (CIPS) plus a post-graduate Diploma in Procurement Management from a recognized awarding Institution;




Responsibilities

  • To coordinate, monitor and assess implementation of procurement and disposal of assets policies, plans and guidelines, and make appropriate recommendations:
  • To develop appropriate internal procurement and disposal of Public assets controls and procedure consistent with the legal and regulatory framework;
  • To process and maintain data on Contracts Committees;
  • To prepare bids for high value and specialized procurements and disposals, and participate in evaluation process;
  • To prepare, administer and issue approved contracts;
  • To liaise with suppliers and other stakeholders to ensure timely delivery of goods and services;
  • To follow up with user departments to provide information required for the procurement plans;
  • To prepare Statement of Requirements (Bill of Quantities);
  • To prepare contract performance status reports;
  • To monitor, inspect and establish progress on contract implementation;
  • To design and coordinate training activity plans for the Procurement Unit;
  • To supervise, mentor, coach and evaluate performance of subordinate staff; and
  • To consolidate and maintain a procurement plan for the Entity

Job Requirements

Required education: Post-graduate education
Required relevant work experience: 3 years
Required languages: English (Spoken: fluent | Written: fluent)
