The Accountant will maintain a financial management system for use by the Council in producing accurate and reliable accounts free from errors and fraud, which will be useful in management decisions and statutory reporting


Forappointment to this grade, a candidate must have: -

  1. Bachelor’s degreein any of the following disciplines:

    - Commerce (Accounting/ Financeoption), Finance, Economics, Business Management (Accounting/ Finance option)or equivalent qualification from a recognized institution;

  • CertifiedPublic Accountants of Kenya (CPA-K) or equivalent qualification from a recognizedinstitution


  • Membershipto ICPAK and in good standing;


  • Proficiencyin computer applications; and


  • Metthe requirements of Chapter six of the Constitution.

  • Reporting to the Officer-In-Charge of Finance and
    Accounts, the officer may be deployed in Accounts or Finance.

    A.    Accounts Duties and responsibilities
    will entail: -

    1. Preparing
      payment vouchers; 

    2. Processing
      imprests and travel advances;

    3. Receiving
      cash, banking, balancing, and reconciling cash books on a daily basis;

    4. Posting
      payments and receipts in the cashbook;

    5. Providing
      safe custody of cash and payment vouchers;

    6. Preparing
      and updating creditors, debtors, and general ledgers;

    7. Liaising
      with customers to provide billing information;

    8. Preparing
      monthly bank accounts reconciliations;

    9. Processing
      of statutory deductions payments; and 

    10. Preparing
      and maintaining accurate prepayments, accruals, and provision schedules.

      

    B.   
    Finance Duties and responsibilities will
    entail:
    -

    1. Checking
      the Vote Book and ensuring budgetary controls are in place;

    2. Ensuring
      safe custody of accountable documents;

    3. Reviewing
      monthly, quarterly, and annual management reports;

    4. Reviewing
      vote book entries and undertaking monthly variance analysis;

    5. Conducting
      below-the-line analysis accounts; and

    6. Providing
      input in the preparation of budget estimates.
