The consultant will contribute to conducting 6 country case studies on HTA capacity and development. The case studies will identify good practices across a broad range of contexts and draw lessons for HTA and other health priority-setting processes. Drawing on the data from the WHO global survey, document review, and interviews, this work will complement the picture of HTA capacity and functioning in countries and draw lessons to be incorporated into the “Institutionalization Roadmap for Health Technology Assessments and Health Benefit Package Design”.

1. Complete case studies including conducting interviews, analyzing the responses, and drafting a final report which will draw lessons related to different stages of decision-making capacity (e.g. HTA institutionalization) and how HTA processes have coped with, and been influenced by, the Covid-19 pandemic. The deliverables include:

  • 1A: Completed desk review and pre-populated interview guide.
  • 1B: Interview transcripts and recordings.
  • 1C: Case study report summarizing findings.
