High school diploma or equivalent is required. Additional technical qualifications, CPA or equivalent, are desirable.Passing the Global General Service Test (GGST) is a prerequisite for recruitment consideration in the General Services and related categories in the United Nations Secretariat. Successful passing of the Administrative Support Assessment Test (ASAT) in English at the United Nations Headquarters (UNHQ), Economic Commission for Africa (ECA), Economic and Social Commission for Western Asia (ESCWA), United Nations Office at Geneva (UNOG), United Nations Office at Vienna (UNOV), International Criminal Tribunal for Rwanda (ICTR) or International Criminal Tribunal for the former Yugoslavia (ICTY) may be accepted in lieu of the GGST.The GGST is administered to applicants when required before the administration of a written assessment and/or interview.

Work Experience

A minimum of five years of experience in finance, budget, accounting, administrative services or related area, is required.Working knowledge of computer applications, specifically spreadsheets, and the ability tointerpret and apply UN administrative and financial policies is desirableWorking knowledge of Enterprise Resource Planning systems (ERP) is desirable.Experience with Global funds such as Global Environment Facility (GEF), Adaptation Fund (AF) and Green Climate Fund (GCF) is desirable.One (1) year or more of experience in data analytics or related area is desirable.

(1) PROJECT DESIGN AND DEVELOPMENT:

•Reviewing figures in PIF (Project Identification Form) submissions. Verifying documents for overall accuracy, consistency and uniformity in presentation and ensuring comprehensiveness and compliance, cross-checking consistency of figures in tables with the text of the reports, and verifying references to other reports and documents and ensuring that all necessary corrections are incorporated.

•Assisting in preparation of budgets with respect to project documents.

•Initiating set up of third party banking details for executing agencies.

(2) PROJECT IMPLEMENTATION:

•Preparing fund documents for budget allocations.

•Reviewing expenditure reports from executing agencies to ensure (a) correct amount and objects of expenditures have been charged (b) validity of charges (c) availability of funds.

Preparing Purchase Orders (POs).

•Processing cash advances, UNDP fax authorizations and sub-allotments to Executing Agencies

•Initiating processing of cash advances and expenditure recording and following up on remittances of funds and liquidation of expenditure POs.

•Notifying payees on status of payments and investigating complaints of non-receipt.

•Assisting with the monitoring of expenditures to ensure they remain within authorized levels.

Analysing variances between approved budgets and expenditures and preparing adjustments as necessary.

•Assisting in the preparation of annual project revision and supporting schedules. Coordinating on related issues during preparation of revision.

•Creating Special Service Agreements/ Purchase Orders /Travel Requests (TVRQ)/Travel advances (RCTAs).

•Assisting in the reconciliation of project accounts against independent audit certificates received from executing agencies.

•Assisting in the follow-up on outstanding financial and technical reports with the executing agencies.

(3) PROJECT EVALUATION AND CLOSURE:

• Updating project database with relevant project information on revision/closure of project.

•Assisting in provision of financial information required in Project Implementation Review (PIR), Mid-term review/Evaluation and Terminal Evaluation.

•Assisting in the preparation of project completion and closing revision and supporting schedules.

•Assisting in the processing of disposal of non-expendable equipment.

•Preparing request for refund of unspent balances . Tracking receipt of expected income

through Treasury deposit report and ensure credit is posted correctly to the GEF Trust Fund.

(4) GENERAL:

•Providing general administrative support.

•Maintaining and keeping up-to-date project files.

•Filing and archiving documentation in soft and hard copies and keep log of archived files.

•Drafting/preparing routine correspondence with respect to inquiries related to relevant financial and budget matters.

•Assists with the collection and analysis of data as well as preparation of data presentations and reports for information sharing, responding to queries, knowledge management, planning and decision making.

•Assists with visualizations and updating information material such as web pages or brochures.

•Performing other related duties as assigned.
