Completion of secondary school (High school diploma) is required. Additional technical qualifications, CPA or equivalent is required.Passing the Global General Service Test (GGST) is a prerequisite for recruitment consideration in the General Services and related categories in the United Nations Secretariat. Successful passing of the Administrative Support Assessment Test (ASAT) in English at the United Nations Headquarters (UNHQ), Economic Commission for Africa (ECA), Economic and Social Commission for Western Asia (ESCWA), United Nations Office at Geneva (UNOG), United Nations Office at Vienna (UNOV), International Criminal Tribunal for Rwanda (ICTR) or International Criminal Tribunal for the former Yugoslavia (ICTY) may be accepted in lieu of the GGST.

Work Experience

A minimum of seven years of experience in finance, budget, accounting, administrative services or related area is required.Experience working with Enterprise Resource Platform (ERP) such as Systems Applications and Products (SAP) is required.Experience with Global Environment Facility (GEF) projects or similar Internationally/global donor funded projects is desirable.One (1) year or more of experience in data analytics or related area is desirable

1. Budget;a) Provides support with respect to the review, analyses and preparation of the medium-term plan and its revisions.b) Financial management of specific UNEP/GEF projects activities (project internalization, revision, coordination, monitoring, follow-up on reporting and closure ) at all project phases; Project approval, implementation, and closure.c) Prepares supporting documents (narrative and supporting tables) with respect to GEF submissions and UNEP Programme of Workd) Assists managers in the elaboration of resource requirements for budget submissions.e) Undertakes research and provides support to higher level Finance and Budget and Administrative Officers with respect to budget reviews of relevant intergovernmental and expert bodies.f) Monitors expenditures and compares with approved budget; prepares adjustments as necessary.g) Reviews requisitions for goods and services to ensure (a) correct objects of expenditure have been charged, and (b) availability of funds.h) Assists in preparation of budget performance submissions and finalization of budget performance reports, analyzing variances between approved budgets and actual expenditures.i) Monitors integrity of various financial databases.j) Verifies accuracy of input data, ensuring consistency of data in previous allotments to new allotments issued.k) Coordinates with other finance and budget staff on related issues during preparation of budget reports.l) Periodic reconciliation of accounts.m) Drafts or prepares correspondence to respond to enquiries in respect to relevant financial and budget matters.n) Audit focal point for the unit.2. Treasury;a) Reviews incoming payment instructions with regard to banking details and sources of funds.b) Prepares payments for final disbursement by Cashier.c) Notifies payees of status of payments.d) Assists staff members, Fund Management / Administrative Officers and donors regarding queries on payment and deposit-related issues.3. General;a) Keeps up-to-date on documents/reports/guidelines that have a bearing on matters related to programme, ensuring compliance with intergovernmental recommendations and decisions as well as with United Nations policies and procedures.b) Maintain and keep up-to date files.c) May be responsible for providing guidance, training and daily supervision to other general service staff in the area of responsibility.d) Performs other related duties, as assigned.4. a)Assists with the collection and analysis of data as well as preparation of data presentations and reports for information sharing, responding to queries, knowledge management, planning and decision making.b)Assists with visualizations and updating information material such as web pages or brochures.
