The Technical Advisor shall be responsible for assisting the overall implementation of the specific tasks assigned by ProSEET project manager (DV). These tasks can be related to all components of the project Promoting Employability and Entrepreneurship in Turkana West
(ProSEET) that aims at strengthening the socio-economic self-reliance of youth in the refugee community and the host population in Turkana West sub-county.

Coordinating project activities
Carrying out specific research tasks which are required for planning the implementation
of ProSEET projectImplementation of activities under component one “Iimproving the preconditions for socio-economic independence” and component two “Improving access to business services and support” as per defined objectives within target delivery timeframe
Steering and monitoring partners activities and comprehensively report on progress
Responsibilities

1. Key tasks and duties
Effectively assist in Identifying possible fields of intervention for GIZ, development of relevant concept notes, preparation of budgets and time schedules.
Assist in Implementation of activities for the project, ensuring a timely and high-quality delivery of activities and progress towards intended results.
Assist and help steer the implementation of all activities including of partner management, procurement, contractors, and consultancies.
Provide inputs to the project’s monitoring and evaluation system including reporting.
Assist in developing and adjusting operational plans and budgets.
Check invoices, delivery receipts, attendance lists and other documents.
Take ownership and proactively steer activities as assigned by Project Manager incl. time
planning and monitoring.Ensure integration of cross-cutting issues (e.g. do-no-harm, leave no one behind, gender, capacity building etc.) into the project/component activities.
Work closely with the project manager (DV) and component leaders to ensure coherence in implementation.
Possible & guided representation as assigned by the project manager for GIZ and the project manager (DV) in relevant meetings.
Ensure smooth and pro-active collaboration within the Cluster Forced Displacement and
MigrationAny other task as directed by the project manager (DV).
2. General duties
Participate in office work with colleagues as a good team player.
Be an active role model towards refugee and host communities as well as all partners.
Proactively guiding and facilitating local subsidies, consultants and other partners requiring high quality standards of delivery.
Maintain a non-judgmental and supportive attitude towards colleagues, beneficiaries and
partners regardless of their background.Represent GIZ towards the beneficiaries, private sector, partners and other entities
including NGOs, government authorities and the UNHCR upon request by the supervisor and write detailed back-to-office reports.Adhere to and respect GIZ guidelines on integrity as contained in the Code of Conduct and all other related documents.
Required qualifications, competences, and experience.
Qualifications
University degree in Economic or Development studies, Project Management, or related field
Professional experience & Skills
At least 3 years of relevant work experience with minimum of two satisfactory references
Full working knowledge of MS office (Word, Excel & Power point) and basic data base management skills.
Experience of working under challenging time frames & field conditions
Experience in working with vulnerable groups and sound knowledge of the Do No Harm
Approach, as well as with the (inter)national political setup of refugee affairs is an assetPrevious experiences with GIZ and knowledge of GIZ processes and instruments is a strong asset
Other knowledge, additional competences
Very good command of verbal and written English with effective communication skills
Knowledge of Turkana West Sub-County is an asset
Very quality oriented and proactive working ethics
Willingness to work in a remote duty station with limited access to amenities
Experience of project management in an area related to the project’s requirements is desirable
Practical approach to managing time efficiently and staying ahead of delivery targets
with highest quality work requiring minimum day to day supervisionWillingness to upskill as required by the tasks to be performed
