For appointment to this grade, an officer must have:
- Served in the grade of a Planning & Strategy Officer for a minimum period of four (4) years or in a comparable and relevant position in the Public Service or Private Sector for a minimum period of six (6) years;
- Bachelor’s degree in any of the following disciplines: Economics, Statistics, Mathematics or equivalent qualification from a recognized institution;
- Membership to a relevant professional body of good standing;
- Management Course lasting not less than four (4) weeks from a recognized institution;
- Proficiency in computer applications skills;
- Fulfilled the requirements of Chapter Six of the Constitution;
- Demonstrated merit in work performance.

- Ensuring that HRMPEB ‘s strategy remains fit for purpose by helping to conduct the annual strategy review;
- Coordinating the review of the Strategic Plan;
- Writing Reports and recommendations on implementing the Board’s strategic plan;
- Providing project management support to HRMPEB corporate planning process, and provide ongoing advice and support to help teams develop credible plans to effectively implement the strategy;
- Evaluating and consolidating reports prepared at lower levels
- Coordinating monitoring and evaluation of Board activities to ensure harmonization and effectiveness.
