Responsibilities
The advertised position focuses on the cooperation with FSRBs, Financial Intelligence Units, ARINs and the African Union with the aim of establishing and reinforcing linkages between the different stakeholders.
The technical professional is responsible for
- Taking lead with the implementation of continental IFF measures agreed with the
African Union Commission and in close consultation with the coordinators/team
leads of the regional hubs Eastern & Southern Africa, North and West Africa,
- For steering the implementation of the agreed upon activities in the framework of the
program’s strategy and in accordance to the commitments contained in the operational plans and approved budgets program; - Developing and consolidating draft IFF plans and activities in close consultation with the
relevant team members in Africa and Germany and project partners - Liaising with the Good Financial Governance (GFG) in Africa Program and other GIZ
programs as appropriate. - Identifying needs, development of TORs, and sources for experts and in close coordination with the hub lead of the East & Southern African Hub and review
their effective delivery of the contracted benefits. - Regularly input to the M&E Tools of the programme as required.
- Designing, preparing and implementing workshops, seminars, trainings and other events
on issues related to combating IFF in Africa.
Tasks
The technical professional performs the following tasks:
1. Management and coordination
- Assists the program with all organizational and management issues
- Participates in formulating project action plans and helps synchronise the planning and
budgeting system and counterparts - Support GP IFF in implementing innovative measures for combatting illicit financial flows with the involvement of relevant regional and continental authorities.
- Follow up on supported initiatives while advising on proper implementation and achieving results.
- To document the effects of the GP IFF and facilitate learning and management of emerging knowledge with partners for purposes of monitoring and evaluation.
- Receiving and analysing narrative and financial reports of the supported initiatives in accordance with the project agreed procedures.
- Documentation of relevant field activity reports and contribution to periodic consolidated reports for steering and for reporting to donors.
- Support in knowledge management by providing the necessary information, documents for filing and updating on GIZ servers.
- Provide regular input and updates for the M&E Tools as required.
- Generate draft TOR’s for services and goods for achieving the commission objectives and support consultants and fulfilment of their tasks in consultation with the Regional Coordinator East & Southern Africa.
- Organizing, implementing and participation in workshops, seminars and other events on issues connected with GP IFF activities.
- Take lead in the implementation of the activities with continental partners (AU level) and supporting the team of the SEA hub in implementing and inter-linking regional activities for the hub where need be.
- Identify and document strategic continental issues on IFF that can be up scaled to cross-regional and global processes.
- Provide strategic information to the Advisor East & Southern Africa for inter-linkages at the regional and continental level.
- In conjunction with the technical as well as administration and finance team support in preparing specifications for the procurement of services and goods as appropriate and general administrative support as appropriate.
- Participate in relevant team meetings and other national, regional and global meetings and forums as to be agreed with the supervisor.
- Takes up any other task as may be assigned to him/her.
2. Communication and networking
- Develops and maintains contact with all important stakeholders (including African Union, ARINs, FSRBs, Financial Intelligence Units)
- Provides technical guidance to local and international experts/consultants
- Ensures knowledge management, collects, processes and distributes relevant information, monitors communication and interaction between AU, FSRBs, ARINs, government institutions, NGOs and society through analyses of the media, direct dialogue, participation in meetings and seminars etc.
- Support technical cooperation between the Global IFF project in the partner country, linkages with other GIZ programmes, programmes supported by other development partners and other institutions.
- Participating in the technical and strategic jour fixes’ and relevant IFF meetings and forums as to be agreed with the supervisor.
- As appropriate liaise regularly with IFF Germany Team, the other GP IFF hubs, partner institutions and other parties involved in the implementation of the IFF measures in the region
3. Other duties/additional tasks

- Degree in either social and/ human sciences, economics, law or financial studies preferably at master’s level
