Qualifications/special skills
Advanced university degree (master’s degree or equivalent) in Economics, Public Finance, Public Policy or a related field is required. A first-level university degree in combination with (2) additional years of qualifying experience may be accepted in lieu of the advanced university degree
A minimum of 5 years of relevant work experience in the field of urban economics and/or local economic development is required.
Prior work experience on Own Source Revenues in developing countries is a required.
Prior publications on Own Source Revenues in in developing countries is strongly desired.
Prior experience developing and/or delivering capacity building courses for public officials in developing countries is strongly desired.

Under the overall supervision of the Lead on Municipal Finance within the of the Planning, Finance and Economy Section, the consultant will be responsible for the following duties:
• Carrying out research on Municipal Finance topics and specifically issues relating to the generation of own source revenues (OSR)
• Summarize the existing normative documents of UN-Habitat on issues around OSR
• Researching on the existing online courses in the space of Municipal Finance and OSR
• Synthesize the existing material on OSR of UN-Habitat into one stand-alone online course
• Develop a methodology for delivering online content on Municipal Finance
• Interface with UN-Habitat colleagues and collecting input on draft documents
