  • A Bachelor's Degree in Social Sciences, Arts, Administration, Knowledge Management, or related field.
  • Relevant progressive experience in program management, partner management, monitoring, evaluation and learning, and office operations/administration. 
  • Competency in MS Word, Excel, Outlook, and PowerPoint required. 
  • Ability to maintain financial records and prepare financial reports.  
  • Strong interpersonal and organizational skills are required. 
  • Ability to take initiative, work independently, and to manage multiple priorities under tight deadlines. 
  • Strong oral/written communication skills in English.  
  • Experience with USAID-funded governance programs highly desired.

  • The Nigeria SCALE project is a USAID-funded 5-year project (Oct 08, 2020 – Oct 07, 2025), implemented by Palladium in collaboration with the local resource partners.
  • The goal of the Nigeria SCALE project is to strengthen the financial, management and advocacy capacity of local civil society organizations (CSOs) and Business Membership Organizations (BMOs) in Nigeria to create a more accountable, transparent, peaceful, and democratic Nigeria with more effective and efficient public service delivery.
  • The SCALE project supports civil society organizations (CSOs) and business membership organizations (BMOs) across all of USAID/Nigeria’s programmatic sectors with a basket of managerial, business strengthening, and advocacy capacity-building interventions aimed at advancing Nigerian CSO sustainability combined with targeted grants to advance mutually agreed upon priorities.
  • The project is designed to enhance local civil society organizations’ ability to be positive and responsible change agents in Nigeria.
  • The project has five main components: 1) Component One – Improve CSO organizational capacity, 2) Component Two – Enhance capacity for CSO advocacy, collaboration and management, 3) Component Three – Improve the policy and regulatory environment for civil society, 4) Component Four – Countering Trafficking in Persons (CTIP), and 5) Component Five – Sector strengthening and advocacy.

Purpose of Position

  • The Community Engagement Officer will be a member of the technical team. They will provide technical, administrative, and monitoring support for SCALE Components 4 and 5 activities. The objective of Component 4 is to Counter Trafficking in Persons.
  • The Objective of Component 5 is to support sector strengthening and advocacy for Sexual and Gender Based Violence (SGBV) and Child and Early Forced Marriage (CEFM). 

 Primary Duties and Duties

  • Supports with implementing project interventions, including training, coaching, and mentoring for the components.
  • Supports project efforts towards strengthening the capacity of CSOs/BMOs and relevant stakeholders to conduct policy advocacy, improve service provision, enhance referral systems, and strengthen networking to counter trafficking in persons and curb SGBV and CEFM.
  • Manages and engages with project resource partners, clusters, and service delivery partners on implementation of project activities on behalf of the team.
  • Provides technical support and offers innovative approaches to activity design and implementation, with a focus on community engagement and inclusion efforts that promote ownership and local sustainability of project ideals.
  • Supports with refining and implementing project approach for CTIP, SGBV, CEFM and related sectoral issues.
  • Represents the components in events and activities and develops reports of participation.
  • Supports generation of monthly and quarterly reports, including success stories, and tracking progress on workplan, targets, and indicators.
  • Supports documentation and report writing for the team.
  • Works with SCALE Program Associate to maintain technical filing systems for the technical team.
  • Supports technical team to track and process payments for project partners and event participants.
  • Maintains smooth relationships with all SCALE teams, partners and stakeholders.
  • Provides secretarial, administrative, and logistical support for meetings and other project events.
  • Other tasks as deemed necessary by the technical team.
