PURPOSE OF THE JOB

Provide leadership and oversee strategic direction and viability of the HR Department

Education

1. A minimum of a Master’s degree in Human Resource Management or Organizational and

Industrial Psychology or Management or Organizational Development or PublicAdministration and Management (HR option) or MBA (HR option)

2. Bachelor of Human Resource Management or Bachelor in Social Sciences with Post

Graduate Diploma in Human resource.

3. Should have at least eight (8) years of experience in human resource management, four (4)

of which at a senior level in a public institution.

4. Membership with HR professional body is an added advantage

1. Initiate and direct the development, monitoring and evaluation of strategic and annual
Human Resource plans, as well as HR functions and processes in line with the University’sStrategic Plan and Human Resource Policy.

2. Co-ordinate the production of the Departments work plan and budget for Human Resource

functions, processes and activities in line with the University’s Strategic Plan and Budget.

3. Initiate, implement, and review Human Resource Policy in line with the University’s

Strategic Plan.

4. Link the Human Resource functions to both National and International Universities and

organizations in line with the University’s Strategic Plan.

5. Scan business environment for best practices and initiate institutional review and Designstrategies and systems of managing change in line with the University’s Human ResourcePolicy and Strategic Plan.

6. Provide professional advice and guidance to Council and other University decision-makingorgans and ensure uniform HR policy applications by all units in line with HR policy.

7. Mobilize, plan and account for resources of the department in line with the University

strategic plan.

8. Initiate systems and strategies to empower staff for leadership in line with the University

Human Resource policy.
