JOB SUMMARY

Provides M&E Leadership and technical assistance in development of Monitoring, Evaluation and Learning (MEL) frameworks, MEL plan and implementation of Monitoring and Evaluation systems and its functionality for the anticipated PRM project , develops capacity of multiple project staffs and the consortium partners in compliance to PRM requirements and ChildFund monitoring, evaluation and Learning standards, and promote networking with project stakeholders.

EDUCATION

         

Bachelor’s degree, preferably in Statistics, Biostatistics, Economics or Quantitative Economic, Population Studies, Economic Policy and research, other relevant development studies or equivalent with relevant work experience stated above. A post graduate training in M&E or Project planning, management, and relevant advanced degree desirable.

Bachelor’s degree in business administration, accounting, finance or related field or equivalent relevant work experience.  CPA or ACCA preferred.

QUALIFICATIONS/EXPERIENCE     

  • 5 years’ experience in MEL framework designs, MEL plan design and implementation, planning in both development programming and emergency program settings, at least 5 years of working in child centered and social sector programs, humanitarian setting including working with community-based organizations and managing of field staff.
  • Computer proficiency in both advanced and general Microsoft office software applications is a strong requirement for this role, software skills required include SPSS, STATA, PowerBi, MS Word, PowerPoint, Excel, Access, and Outlook among others.
  • Familiarity with mobile data collection platforms such as any DHIS2 customization,  CommCare app, Kobo Collect, ODK, SurveyMonkey, SurveyGizmo, Epi Info, and MS forms is also desired.
  • Understanding of the standards to ensure data quality control, and assessments.
  • Outstanding written and oral communication skills in English;  fluency in a local language and or any other international language such French, Spanish or Portuguese is relevant.
  • Demonstrated diplomacy in building relationships and working with diverse cultures and audiences and sensitive situations and subject matter.
  • Experience in strategic planning approaches, needs assessment and programs design, feasibility studies, logical framework development, indicators selection, developing and implementing MEL plans, data management and coordinating M&E activities.
  • Experience in M&E methods and approaches (including quantitative, qualitative and participatory work with children), knowledge on gender inclusive approaches is also desired.
  • Demonstrated skills in training and M&E capacity development of staff preferred/ facilitation skills.
  • Excellent communication and report writing skills and positive attitude.
  • Proven managerial skills given the leadership role of the position.

  • Remain alert and responsive to any child safeguarding risks, acquire relevant knowledge and skills which will enable you to promote strong safeguarding practices, understand the child safeguarding policy and procedures, and conduct yourself in a manner consistent with the Child Safeguarding Policy.
  • Develops, implements and monitors the strategies for all the activities in Monitoring and Evaluation.
  • Supports ChildFund partners in creating and establishing M&E plans at program level leading to improved and unified program quality
  • Designs and facilitates needs assessments, organizational capacity assessments, and other pre-project data collection activities as needed by Program Devpt.
  • Works closely with project officers and department heads to develop indicators, data collection plans, and methodologies as part of the proposal development process
  • Arrange fora for with stakeholders to discuss program progress
  • Disseminate program reports to stakeholders
  • In collaboration with Program and partner staff, designs and conducts baseline surveys, mid-term evaluations, and final evaluations as per the project’s approved M&E plan
  • Develops management information system (MIS) in collaboration with project and partner staff, to include monitoring forms, tracking and reporting mechanisms, and the development/maintenance of a computerized database
  • Tracks, analyzes, and reports on data trends in the project
  • Produces performance and impact results reports for donors and other stakeholders
  • Assists ChildFund and partner staff with the interpretation of M&E findings vis-à-vis project goals, objectives, and activities.
  • Remains up-to-date with latest methodologies, best practices, and donor requirements on M&E.
  • Provide technical guidance in the process of carrying out capacity building needs assessment
  • Organizes and facilitates training workshops for staff and partners, on general M&E skills as well as technical, sector-specific methodologies.
  • Participates in inter-agency surveys, workshops, and meetings as agreed with supervisor
  • Promotes and maintains strong professional relationships with ChildFund /Uganda partners, and with local and international aid organizations.
  • Ensures compatibility of ChildFund work with local, National , regional and global development priorities, goals, strategies and plans.
  • Agreeing with staff and partners on information needs, sources, and roles  in gathering and  the information to be gathered,
  • Establish mechanisms for capturing, analysis and preparing M&E reports. Actively supports the Project Manager  in the budgeting process for the project.
  • Actively contributes towards ensuing value for money for all expenses in Monitoring and Evaluation sub-department.
  • Performs any other duties that may from time to time be assigned by the immediate supervisor.
