Knowledge and Education

• Masters level or equivalent in Social Sciences, Development Studies, Humanitarian Assistance or any related field
  
• At least 5 years of experience of leading and advising strategy development and realization
  
• Good understanding of international knowledge and practices of strategy realization and measurement widely used by other international organizations
  
• Good understanding of international knowledge and practices of strategy measurement in Response context
  
• Proven recent experience of strategy development and realization in multiple countries and contexts
  
• Proven experience of strategy development and measurement in the primarily grant funded office and in the office with active Humanitarian Response programming
  
• Proven experience of engagement of various stakeholders with diverse needs and expectations and reaching common conclusions
  
• Proven ability to work in cross cultural contexts and with different teams

• Lead the process of the PIMF integration in the strategy guidance and templates
  
• Ensure that the Ministry Impact component of the strategy guidance embraces and builds on the PIMF
  
• Facilitate the integration of the PIMF requirements in new strategies in the field across all contexts
  
• Facilitate the integration of the PIMF into the CSIP to ensure financial affordability of the FO strategies in full consideration of the PIMF indicators
  

Drive Strategy Realization Measurement & Review

• Lead the process of harmonization of the strategy measurement and review tools to avoid duplication of efforts and streamline the strategy measurement process
  
• Enhance due understanding and utilization of the Strategy Realization Measurement Framework (SRMF) among key stakeholders, especially in the field
  
• Eliminate duplication of similar, previously existing, strategy measurement tools such as scorecards etc. to streamline and simplify the process
  
• Transform PIMF and SRM into key strategy review mechanisms eliminating the rest of the complexity
  

Lead Continuous Simplification of Strategy Review 

• Lead reflections over necessary simplification of the strategy review process with the FOs and RO strategy leads
  
• Drive consultations with SOs and the GC entities to identify key asks of simplification
  
• Identify areas of duplications and overlaps of various existing processes to simplify strategy data asks and business processes
  
• Lead the development and/or revision of strategy guidelines to ensure integration of key factors as well as elimination of heavy requirements for further simplicity and agility

• Support successful realization of new initiatives and projects of the Strategy Evidence Team evolving gradually
