Cumulative service period of fifteen (15) years in the legal field, three (3) of which must have been in the  grade of  Deputy Director, Legal Services, Job Grade PSC 4 or in an equivalent and comparable position in the wider Public Service;
Postgraduate Diploma in Law from the Kenya School of Law;
Bachelor of Laws Degree (LLB) from a recognized institution; 
Master of Laws Degree (LLM) from a recognized institution;
Admission to the Roll of Advocates;
Leadership course lasting not less than four (4) weeks from a recognized institution; 
Member of the Law Society of Kenya; 
Current practicing certificate; 
Proficiency in computer applications; and
Demonstrated thorough understanding of national goals policies and development objectives and the ability to transform them into legislative and regulatory frameworks.
