IBTCI seeks an advisor to provide support to The Office of Health and HIV (OHH) by strengthening USAID’s approach to primary health care and for mentoring staff in OHH across their diverse portfolios. As a critical member of the senior management team, the advisor, under the guidance of the Health Director or her designee, will:

1) mentor OHH staff in their roles to understand how USAID works and contribute to the Agency’s progress vs. programs mandate;

2) lead and coach cross-office staff to work with the MOH to develop and execute a strategic approach to community health and primary health care strengthening.


Requirements

• 10+ years of experience working with USAID and leading teams.

• Specialized experience related to community health and primary health care strengthening.

• Excellent interpersonal skills; ability to work in a dynamic team environment with a diverse set of partners and stakeholders.

• Excellent writing skills and ability to write in a collaborative process; ability to meet deadlines.

• Outstanding organizational and planning abilities.

• Demonstrated experience in partnership development, strategic planning, and securing partnerships for health impact.

• Experience with a diverse set of partners, such as civil society, foundation, bilateral donors, and other partners (preferred).

• Experience working and collaborating with U.S. government agencies and private sector organizations, including officials with international organizations, foreign and domestic government officials, and development partners.

• Knowledge and skill to help advise other specialists in and outside the Agency, as well as top managers and decision-makers, on issues of developing, communicating, or enhancing health programs.

• Develop an OHH coaching and mentoring plan.

• Develop an OHH coaching and mentoring summary report and recommendations.

• Create a guiding document (i.e. not a lengthy strategy) on primary health care and community health for the OHH portfolio. This document will include the required deliverables for Primary Impact Countries. This should include the approach OHH is taking to supporting primary health care and the commitment we are making across disease portfolios.

• Develop metrics and milestones to track performance on primary health care and alignment with GOU policies and strategies
