Certifications/Education Requirements

• Bachelor’s degree in procurement, logistics, supply chain management, or

the equivalent, from a recognized university.

• Bachelor's Degree in Procurement and Logistics Management, Business

Administration, or other relevant degree required.

• Possession of Professional Certification in CIPS or ISM or APICS is a MUST.

Professional Experience

• At least ten years of hands-on experience in donor funded program-projectprocurement at management level in a similar and reputable organization

• Results-oriented, metrics-driven leader with expertise in purchasing,

supplier collaboration, development, and compliance

• Demonstrated experience in the program-project lifecycle management.

• Provide technical input in the development of program-project proposals
and concepts from inception to program-project implementation.

• Develop a centralized procurement program across all projects that will addvalue and efficiency to the PPMDU.

• Develop and communicate a program-project centralized procurementbusiness plan, establish, communicate, and implement long-term goals forthe PPMDU to promote effectiveness and efficiency.

• Develop and implement program-project centralized procurement-related

training programs for the project teams and downstream implementingpartners.

• Develop a program-project centralized procurement program that adds

value and efficiency to the organization.
• Periodically review the program-project centralized internal procurement
policies, practices, and procedures to ensure relevance with PSFU’s Businessstrategy.

• Support programs-project teams respond to internal and external audit

queries; develop and implement a system of managing risks in theprocurement process and develop risk mitigation measures.

• Provide program-project specialist advice and guidance on best procurement

practice across the organization.

• Prepare program-project consolidated regular reports, which explainprogress against targets and key performance indicators.
