Principle duties and responsibilities
- The ME&L Officer will be responsible for ensuring quality implementation of the ICSIAPL and LISTEN projects ME&L framework, development of data collection tools, data management and analysis, learning questions and documentation of success stories.
Qualifications
Education:
- First level university degree in statistics, demographics, public policy, international development, economics, or related field. Advanced degree in M&E, statistics or economics preferred.
Experience:
- Minimum of five (5) years of professional experience in an M&E position responsible for implementing M&E activities of international development projects.
- Experience in designing, implementing, and operating project M&E systems from project initiation to closeout stages.
- Experience with various monitoring and evaluation frameworks and theory of change.
- Experience in designing and managing monitoring and database systems.
- Experience in strategic planning and performance measurement, including indicator selection, target setting, reporting, database management, and developing M&E and performance monitoring plans.
- Knowledge of the major evaluation methodologies (e.g. qualitative, quantitative, mixed-method, and impact) and data collection and analysis methodologies.
- Experience in planning and managing surveys.
- Experience in developing and refining data collection tools.
- Experience with data quality assessments and oversight.
- Experience in managing and providing training to partners and target beneficiaries.
- Ability to facilitate and serve as project liaison for externally managed evaluations.

Additionally, the ME&L officer will be responsible for:
Support the overall framework for M&E
- Ensure project adherence to MEL plans , particularly in the areas of performance indicators, learning priorities and their measurement.
- Assist in ensuring adherence to the milestones in project work plan and keep the staff updated accordance on planned activities and timeframes as relevant.
- Review the overall framework, for project M&E, for example impact assessment, end term evaluation, review with staff the Performance Monitoring Plan in line with the relevant data collection systems.
- Review the quality of existing project data, data collection methods, and assess the degree to which it provides good baseline statistics for impact evaluation.
- With collaborating partners, review their existing approaches and management information systems and agree on any required changes, support, and resources.
- Regularly update the project web map and other interactive sites.
- Organize and undertake training with collaborating partners on M&E as required.
- Report monthly, quarterly, half-yearly and annual progress on all project activities to the Project Manager
Data management
Oversight of the data management process by ensuring:
- Timely reporting on SNV digital MEL system (LogAlto) and IATI M&E data
- Overall responsible for data quality management, including data verification and validation
- Liaise with the technical staff at counties, other project partners (KALRO, FCDC, AGRA) and SNV to develop appropriate data collection, measurable results and tracking of indicators.
- Oversight of outcome mapping, project reviews and evaluation processes and reporting to track changes at different levels of the project results chain
- Manage beneficiary databases and continuously collect and update beneficiary profiles
- Conduct routine physical monitoring visits to assess the quality and verification of activity implementation, milestones and indicator results reported.
Reporting
- Take lead in developing workplans, data aggregation and reporting schedules as required by the donor.
- Support project teams in the development of results-based/focussed reports
- Take lead in analysis and interpreting of data and engagement of project teams to refine project implementation strategies and approaches.
- The ME&L Officer will liaise on a regular basis with project management and partners on project progress, approach, and processes.
- S/he will participate in project management team meetings, staff meetings and other relevant project activities and events.
Learning
- Facilitate the process of developing learning priorities and mechanisms for tracking and documenting
- Working closely with projects teams and document good practices that have evolved during implementation.
- Keep up to date with emerging and trending best practice in processes and tools for M&E;
- Extracting and consolidate evidence and learning from the various consultants and partners / grantees involved in the project to identify best practice across the project
- Facilitate periodic project reviews and learning forums and ensure proper documentations of findings and learnings, including facilitation of after-action reviews with project teams and other stakeholders
- Working closely with the project manager, identify and secure attendance and speaking opportunities at appropriate forums for dissemination to stakeholders.
Communication:
- Develop a dissemination plan and produce reports on M&E findings suited for different project stakeholders/forums to inform adaptive programming
- Organise the knowledge agenda, and coordinate with the different parties involved, including working with communications officer in the production of knowledge materials
