We are looking for a smart and enthusiastic Adviser to join our small team in Nairobi to support the diverse activities under BMM. Our work is hands-on, partner-focused and will involve
some travel to Somalia and within the region.
The objective of the Better Migration Management II (BMM II) programme is to enable national authorities and institutions to facilitate safe, orderly and regular migration and to effectively address and reduce trafficking in human beings and smuggling of migrants within and from the Horn of Africa region using a human rights-based approach. Activities are implemented in three components: migration governance, effective institutions to address trafficking and smuggling, and protection of vulnerable migrants.
The project is commissioned by the Federal Ministry for Economic Cooperation and Development (BMZ) and is co-funded by the European Union for the duration from October 2022 to September 2025. The project is implemented by a partnership of British Council, CIVIPOL, IOM, UNODC, and the lead organisation GIZ. The target countries in the Horn of
Africa are Djibouti, Ethiopia, Eritrea, Kenya, Somalia, Sudan, South Sudan, and Uganda.
The GIZ BMM Team in Kenya manages programme activities in Kenya and Somalia. The key national partners migration-related agencies in Kenya and Somalia. These include immigration agencies, human rights bodies, civil society as well as a number of other government and
non-government stakeholders.
Based on the results of the programme’s phase I and II, BMM III focuses on consolidating a regional, integrated approach to migration management and on ensuring its sustainability
beyond the duration of the programme. This includes supporting our partners with capacity building measures such as trainings, advisory services and financial support in line with their priorities and needs.

Responsibilities
The Programme Adviser Kenya/Somalia is responsible for
- Implementing programme activities with partners in Kenya and Somalia in accordance with the specified quality standards and contributing to the achievement of overall programme objectives
- Building and maintaining relationships with relevant programme partners
- Maintaining of a good flow of communication and information between all involved partners and GIZ
- Documenting project implementation in line with GIZ standards
- Serving as M&E focal point for the programme.
The technical professional performs the following tasks:
Tasks
1. Management and coordination
The Programme Adviser
- Leads the planning, coordination, implementation and monitoring of project activities and other tasks with assigned programme partners in Kenya and Somalia
- Supports the preparation of budgets and monitoring and documenting of expenses for project activities in accordance with the prevailing provisions
- Is jointly responsible with the partner institution for documenting training events, workshops, forums, meetings and other project activities
- Identify the needs of programme partners and builds relationships with partners
- Contributes knowledge, ideas, feedback and lessons learned to the programme team for continuous learning, improvement and innovation.
- Networks with the other programme country components (ETH, DJI, UGA, ERI, SSD)
2. Communication and networking
The Programme Adviser
- Represents and promotes the programme its activities and the organisation in meetings,
with partners and in other relevant fora - Ensures knowledge management by collecting, processing and distributing relevant information among stakeholders.
3. Other duties/additional tasks
The Programme Adviser
- Serves as Monitoring and Evaluation focal point within the programme
- Undertakes regular travel to Somalia and within the region to support the implementation of programme activities
- Builds his/her knowledge and skills through asking questions, getting involved in activities and internal training opportunities
- Performs other duties and tasks at the request of management.
Required qualifications, competences and experience
Qualifications
- Bachelor or Master Degree in a relevant discipline such as social or political sciences, law, international relations, diplomacy or similar
Professional experience
- At least 5 years’ relevant professional experience planning and implementing projects in a development context
- Experience in training delivery or workshop facilitation is required
- Experience working on migration or with refugees or in a protection setting is an advantage
- Work experience in Somalia is an advantage
Other knowledge, additional competences
- Strong written and verbal communications stills
- Professional attitude, inquisitive mind and aptitude to solve problems
- Sound working knowledge of computer applications (MS Office, online meeting applications)
- Fluency in English and Somali is a must.
